About the position

The Industrial Engineer position at the Department of Defense (DCMA East) focuses on evaluating manufacturing and industrial engineering aspects for assigned contractors and programs. The role involves assessing contract requirements, ensuring compliance with manufacturing technology standards, and providing engineering expertise to support program teams. This position is critical in overseeing contractor performance and facilitating the transition from development to production, ensuring that contractors understand and meet contract requirements.

Responsibilities

  • Serve as the focal point for manufacturing/industrial engineering aspects of Operations Systems Evaluation (OSE) for assigned contractors/programs.
  • Evaluate contract requirements to determine system adequacy and compliance, including contractor decisions on cost and technical trade-offs.
  • Review contractors' application of Computer Aided Design/Computer Aided Manufacturing (CAD/CAM) techniques.
  • Determine compliance with contract Manufacturing Technology (MANTEC) and Industrial Modernization Incentive Program (IMIP) requirements.
  • Provide engineering expertise and information on industrial and manufacturing engineering issues to the Program Support Team (PST) and Program Office.
  • Support the surveillance team by conducting selective tests of reported data and periodic evaluations of internal practices related to manufacturing/industrial operations.
  • Review contractor proposed methods for the Basis of Estimates as applied to direct labor and material costs for technical elements of work.
  • Serve on a Pre-Award Survey (PAS) team assessing prospective contractors' technical and manufacturing capabilities and conduct Post-Award reviews.

Requirements

  • A Bachelor's Degree or higher in professional engineering from an accredited institution.
  • One year of specialized experience equivalent to the GS-11 level in the Federal service or equivalent in the private sector, including planning and managing industrial engineering projects and analyzing contractor performance data.
  • Professional registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) is preferred.

Nice-to-haves

  • Experience with Earned Value Management (EVM) performance and compliance.
  • Knowledge of supply chain management and industrial analysis.
