About the position

The Industrial Programmer is responsible for performing highly complex technical work in the development, installation, programming, upgrade, maintenance, security, and support of the Supervisory Control and Data Acquisition (SCADA) system. This system includes servers, networks, Remote Telemetry Units (RTUs), and Programmable Logic Controllers (PLCs). The SCADA system is crucial for controlling, monitoring, collecting, and recording process variables, events, and alarms from water and wastewater facilities, including remote well sites, pump stations, lift stations, and reclaimed facilities. The Industrial Programmer oversees the overall SCADA system for the Water and Wastewater Departments and is also responsible for the maintenance, operation, and troubleshooting of the Facilities Security System, which encompasses field cameras, cyber key systems, electronic badge systems, and security servers. In this role, the Industrial Programmer will install and program SCADA/Security and instrumentation equipment at various facilities, design and integrate systems, plan future improvements, and collaborate with staff and external vendors to enhance field operations. The position requires maintaining and improving the functionality of the SCADA/Security system, which includes PLCs, Human-Machine Interface (HMI), data historian, and reporting systems. The programmer will administer passwords and system access, plan and implement software refinements, and oversee SCADA/Security archiving and reporting. Additionally, the programmer will assist in preparing cost estimates, maintaining budgets, and managing contracts for consultants. The role also involves responding to operator inquiries regarding SCADA, acting as a liaison between water, wastewater, reclaimed, and collections crews, and training operators on the SCADA system's functions and features. The Industrial Programmer must be available to respond to industrial control systems and SCADA programming trouble calls 24/7 and must be knowledgeable about Utilities Operations Cybersecurity implementation according to industry best practices. Effective communication, both orally and in writing, is essential for this position. Other duties may be assigned as necessary, and in emergencies, all employees are considered essential personnel and may be required to perform alternate duties.

Responsibilities

  • Install and program SCADA/Security and instrumentation equipment at water/wastewater treatment plants, groundwater wells, and lift stations.
  • Design and integrate facilities; plan future improvements; and work with staff and outside vendors to improve the functionality of field operations.
  • Maintain and improve the function of the overall SCADA/Security system, including PLCs, HMI, and related equipment.

  • Respond to operator questions and concerns regarding SCADA.

Requirements

  • Completion of Associate's Degree in either the Electronic - Electrical or IT field and five (5) years related experience required, or equivalent combination of education and experience.
  • Extensive (5) years of experience in the installation, maintenance, calibration, configuration, programming, and troubleshooting of SCADA network including PLC programming.
  • Competent and knowledgeable in programming Motorola and Allen Bradley PLCs along with HMI Systems.
  • Familiarity with AVEVA System Platform.
  • Knowledge of Microsoft and Oracle/Industrial SQL servers.
  • Knowledge of the principles and theory of electronics and electrical systems.
  • Knowledge of the standard tools, materials, methods, and practices of the electronic trade.
  • Knowledge of occupational hazards and safety precautions of the electronic and electrical trade.
  • Ability to learn new concepts quickly and resolve complex technical problems effectively.
  • Ability to recognize, diagnose, and correct water, wastewater, reclaimed, and wastewater collection process system's operating problems and recommend solutions.

Benefits

  • Salary range of $62,743.59 - $81,566.67 a year based on qualifications and experience.
