About the position

The Information Analyst II - Agile Scrum Master position at the State of Utah involves serving as a key member of the Software Application Development organization, focusing on producing mission-critical software for state agencies. This role combines responsibilities of an Information Analyst, Agile Scrum Master, and Project Manager, overseeing DevOps teams and ensuring effective project management within the Scaled Agile Framework (SAFe). The position requires strong collaboration with various stakeholders and a commitment to delivering high-quality software solutions.

Responsibilities

  • Serve on the Scrum Team managing Agile Release Train (ART) DevOps teams for SAFe software development.
  • Apply and manage software development practices as defined in operational documents.
  • Project manage assigned projects, facilitating coordination with DevOps teams and providing system analysis expertise.
  • Lead Agile DevOps Teams and Projects to deliver quarterly plans with a Program Predictability Measure (PPM) of 80%-100%.
  • Ensure product specifications align with the defined Minimum Viable Product (MVP).
  • Deliver software applications and features that meet system specifications and standards.
  • Maintain clear communication and collaboration with cross-functional team members and management.
  • Ensure accurate and up-to-date Business Application inventory data.
  • Create project documentation to define project scope and requirements clearly.
  • Manage timeboxes, dependencies, and project management activities.
  • Participate in all SAFe Ceremonies and ensure timely Project and Program Increment (PI) preparation.
  • Orient project participants and hold them accountable for their roles and responsibilities.
  • Create and maintain project plans and visual aids, including milestones and tasks.
  • Utilize Jira Software to track and manage work, ensuring data integrity and timely updates.
  • Generate status reports and maintain project status in management platforms.
  • Provide technical assistance to product owners to ensure applications meet their needs.
  • Act as an intermediary between programmers and information system users.
  • Assist developers in understanding and addressing defects.
  • Analyze system information flow and develop necessary diagrams and tools.
  • Evaluate data to identify problems and recommend solutions.
  • Adapt systems to agency needs and interface with existing systems.
  • Communicate with product owners, product managers, and technical staff to resolve operational problems.

Requirements

  • Knowledge and experience with computer systems and platforms.
  • Experience in application development processes and systems analysis.
  • Strong project management skills and familiarity with project management tools.
  • High level of interpersonal, facilitation, and collaboration skills.
  • Experience working within cross-functional teams.

Nice-to-haves

  • Experience with JAVA-based web platforms.
