About the position

The Information Operations (ISIO) Analyst/Subject Matter Expert (SME) position at USCYBERCOM in Fort Meade, MD, is a critical role that involves providing comprehensive intelligence support to Information Operations. The selected candidate will be responsible for enhancing situational awareness to facilitate rapid decision-making and improve both current and long-term Information Operations (IO) and Information Warfare (IW) planning. This position requires a deep understanding of operational intelligence services, which encompass a full range of intelligence functions aimed at addressing Information Related Capabilities (IRC) requirements. As an SME, you will be expected to deliver various intelligence reports and products that enable the government to collect, analyze, disseminate, de-conflict, and catalog actionable information related to intelligence and non-kinetic targeting activities. Your role will involve participating in the development of intelligence and non-kinetic targeting activities, facilitating de-confliction processes, and contributing to command collection plans. You will also be responsible for incorporating information-related capabilities into operational orders and evaluation plans, as well as coordinating intelligence requirements across IRCs. In addition, the position requires supporting the planning, coordination, integration, and synchronization of non-lethal effects and offensive cyberspace operations (OCO) in support of Combatant Command (CCMD) operations. You will conduct fires planning for the integration of cyber-delivered Special Technical Operations and Information Operations capabilities into OCO/DCO activities, utilizing your knowledge of joint doctrine and planning concepts. The role demands a thorough assessment of both lethal and non-lethal effects from IRCs, providing recommendations for refining targeting guidance and objectives. Your in-depth intelligence analytic skills will be crucial in identifying, assessing, designing, and reporting on complex adversary strengths, weaknesses, and military capabilities, thereby supporting IO Division planning efforts and operational execution.

Responsibilities

  • Provide Intelligence Support to Information Operations (ISIO) as an SME.
  • Enhance situational awareness for rapid decision-making in IO and IW planning.
  • Deliver intelligence reports and products for actionable information on targeting activities.
  • Participate in the development of intelligence and non-kinetic targeting activities.
  • Facilitate de-confliction processes for intelligence gain/loss assessments.
  • Develop intelligence for command collection plans and feedback mechanisms.
  • Incorporate information-related capabilities into operational orders and evaluation plans.
  • Coordinate and track intelligence requirements across IRCs.
  • Support planning and synchronization of non-lethal effects and offensive cyberspace operations.
  • Conduct fires planning for integration of cyber-delivered operations into OCO/DCO activities.
  • Utilize joint doctrine and planning concepts in operational planning processes.
  • Assess lethal and non-lethal effects from IRCs and refine targeting guidance.
  • Identify and report on adversary strengths and weaknesses in support of IO planning.

Requirements

  • Bachelor's Degree with a minimum of 8 years of experience in an operational environment directly involved in HUMINT/OSINT/SIGINT, or 12 years of experience in lieu of a degree.
  • Staff level planning and CONOP development experience at the Combatant Command level.
  • Demonstrated knowledge of research and analysis methodologies supporting the intelligence lifecycle.
  • Experience conducting analysis of open-source intelligence for irregular warfare problem sets.
  • Experience in all-source intelligence gathering and reporting network analysis.
  • Certified as an All and Open-Source Intelligence professional.
  • Certified SIGINT Collector with a minimum of 5 years' experience in SIGINT operations.
  • Current US Passport and DoD Top Secret/SCI clearance with Poly.

Nice-to-haves

  • Certified SIGINT professional with 10 or more years of experience in operational environments.
  • Recent experience in austere locations such as Afghanistan.
  • Formal training in methodologies like F3EAD, CALEB/IWA, and Social Network Analysis.
  • Expertise in network analysis tools such as Analyst Notebook and Palantir.
  • Expertise in Intel-related databases like M3, TAC, and NCTC Online.
  • Practical understanding of geospatial Intel tools such as ArcGIS and Google Earth.
  • Experience with SAP and STO capabilities in plans and operations.
