About the position

The Information Systems Analyst III position is a critical role within the City of San Diego, responsible for coordinating the development, testing, implementation, and modification of complex information systems. This role requires collaboration with both internal and external IT service providers to ensure that systems meet the specified requirements. Analysts in this position will perform comprehensive business process analysis and modeling, conduct research to identify suitable hardware and software solutions, and provide technical support to end users in their daily operations. Additionally, the role involves leading IT activities and developing Statements of Work for Requests for Proposals (RFPs) by meticulously documenting business needs and requirements. The position may also entail other duties as assigned, contributing to the overall efficiency and effectiveness of the city's information systems. Candidates for this role should be prepared for physical demands, including the ability to lift up to 30 pounds and perform tasks that require bending, squatting, and crawling. The position is designed for individuals who possess a strong background in information systems management and project management, as well as the ability to evaluate and analyze organizational needs to recommend system modifications. Responsibilities

  • Coordinate the development, testing, implementation, and modification of complex information systems.
  • Perform business process analysis and modeling.
  • Conduct research to identify hardware and software solutions that meet requirements specifications.
  • Provide hardware and software technical support to end users in their daily operations.
  • Lead IT activities and initiatives.
  • Develop Statements of Work for Requests for Proposals (RFPs) by documenting business needs and requirements.
  • Perform other duties as assigned.

Requirements

  • Bachelor's Degree or equivalent education (minimum completed units = 120 semester/180 quarter).
  • Three years of full-time professional-level information systems planning management experience within the last six years.
  • One year of qualifying experience at a level equivalent to an Information Systems Analyst II with the City of San Diego.
  • Experience in information systems management, procurement, project management, and business process analysis.
  • Ability to provide technical assistance to users on major computer systems.
  • Experience evaluating and analyzing organizational, procedural, and cost information.

Nice-to-haves

  • A degree in Computer Science, Information Systems, or Geographic Information Systems (GIS).
  • ITIL training and/or certification.
  • Solid understanding of IT procurement practices.
  • Experience with data management and analysis.
  • Advanced technical knowledge of Windows Operating Systems.
  • Experience supporting Microsoft Office Suite including MS Visio, MS Project, MS SharePoint, and MS Teams.
  • Working knowledge of PC-based hardware and software peripherals.
  • Experience using ITSM ticket management systems.
  • Experience with Mobile Device Management solutions and troubleshooting.
  • Experience supporting Call Center operations and software (e.g., AWS Connect).
  • Experience configuring and managing a Windows Server and Active Directory environment.
