About the position

The Information Systems Specialist 8 - Application Developer at the Oregon Youth Authority (OYA) is responsible for serving as a System Architect for the Juvenile Justice Information System (JJIS) Application Development team. This role involves migrating the primary JJIS to a Low Code platform, shaping its future as a web-based application. The position requires expertise in software development, project management, and collaboration with peers to establish architecture standards and guidelines. The ideal candidate will have a strong background in full stack web development, particularly with .NET and C#, and will play a key role in the design, development, and implementation of software solutions that meet user needs and business requirements.

Responsibilities

  • Serve as a System Architect for the JJIS Application Development team.
  • Lead the migration of the JJIS to a Low Code platform.
  • Develop software solutions that function across multiple hardware devices and databases.
  • Analyze user needs and translate business requirements into system specifications.
  • Design software solutions adhering to C#.Net architecture techniques.
  • Collaborate with peers to develop architecture standards, guidelines, and procedures.
  • Coordinate software construction, code development, and implementation.
  • Ensure a smooth transition to the new platform.

Requirements

  • Seven years of information systems experience in Software Development with a focus on Full Stack web application development.
  • OR an Associate's degree in Computer Science, Information Technology, or related field and five years of relevant experience.
  • OR a Bachelor's degree in Information Technology, Computer Science, or related field and three years of relevant experience.
  • OR a Master's degree in Information Technology, Computer Science, or related field and two years of relevant experience.

Nice-to-haves

  • Experience with Java and Drools business rules engine.
  • Strong experience with backend development on servers and web APIs.
  • Experience with frontend development frameworks, unit testing, and Continuous Deployment / Continuous integration pipelines.
