The Information Technology (IT) section of the Law Department is seeking a highly qualified technical candidate to fill the Information Technology Application Programmer II position. IT professionals on this team work closely with professionals in other technological environments, other business units within the department, and in other City departments; thus, offering opportunities for continued professional growth. The Information Technology Application Programmer works in a team environment developing and supporting applications that are web based and/or client server in nature. This role will develop secure solutions to complex business problems utilizing the software industry's best practices and further develop and deploy solutions that leverage cloud-based technologies. This role also follows Agile Code Development methodology for software development and interacts with internal/external project team members throughout all project phases and operations to effectively contribute to the development of solutions that meet the business needs.

Responsibilities

  • Developing and deploying solutions that leverage cloud-based technologies.
  • Participating in system architecture and high-level design.
  • Researching and developing new features and approaches.
  • Conducting proof of concept demonstrations.
  • Participating in code reviews.
  • Providing support for critical business systems.

Requirements

  • Two years of experience in computer applications programming and development and systems analysis.
  • Bachelor's degree in computer science, computer information systems, mathematics, or a related field.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.

Nice-to-haves

  • Supporting web applications using Microsoft Internet Information Services (IIS) or similar web server technologies.
  • Designing, developing, and managing solutions using Microsoft Azure technologies, including Azure Integration Services and Web Application Programming Interface (API).
  • Developing, testing, and deployment of system-to-system interfaces using web services and/or comparable modern integration tools or practices.
  • Comprehending and translating business requirements into system design documents and coordinating the development, testing, and deployment of new features.
  • Providing technical support for system infrastructure and/or software.
  • Experience developing full stack applications using C#, .NET Core, Entity Framework and Model-view-controller (MVC).
  • Applications in Microsoft Cloud development technologies, including CI/CD tools and practices.
  • Complex reports using SQL Server Reporting Services (SSRS) or similar reporting tools.
  • System configuration in critical applications and ensuring that business requirements are met.
  • Experience working with critical application support teams in the areas of the system development lifecycle in an Agile environment and break/fix remediation.
  • Relational databases and writing Structured Query Languages (SQL): Transact (TSQL) and/or Procedural Language (PL/SQL).
  • HTML5, JavaScript, jQuery CSS, and Bootstrap.
  • Agile software development, Git/GitHub, and related tools.
  • Quality Assurance (QA)/Quality Control (QC) of application testing, load testing, and security and vulnerability testing.
