About the position

The Information Technology Business Systems Analyst position at the State of Nebraska involves the development and management of a reservation-based hunting access program. The role serves as the primary contact for staff and users, coordinating communication with software contractors and technical teams, managing system changes, and providing analytical support to management. The analyst will utilize tools like ArcGIS Pro for mapping and location information, develop training materials, and assist in resolving software and hardware issues.

Responsibilities

  • Develop and manage a reservation-based hunting access program.
  • Coordinate communication with software contractors, managers, developers, and the technical team.
  • Manage and deliver system changes as user/staff needs evolve.
  • Provide reports and budgeting details to track program expenditures.
  • Utilize ArcGIS Pro to provide user maps and location information of program sites.
  • Act as a technical resource in assisting users to resolve software and hardware problems.
  • Develop support materials and training for agency staff.
  • Investigate application malfunctions and communicate results both orally and in writing.
  • Provide analysis to management using available reports or generating SQL inquiries as required.
  • Perform routine maintenance on developed applications.
  • Research agency-related business processes, rules, regulations, policies, and standards.
  • Create and maintain a database to track budgets, access enrollments, and habitat accomplishments.
  • Ensure contracts meet the standards of contracting procedures and provide accomplishment and budgetary reports to Division Administration.
  • Coordinate with Agency and Conservation Partner staff to meet program objectives, including communication, outreach, education, and marketing.

Requirements

  • Post high school coursework, training, or experience in the analysis of business processes and system requirements.
  • Three years of business analyst or application development experience with point of sale or web-based ordering systems.
  • Ability to create SQL queries and use report generation products.
  • Driver's license is required.

Nice-to-haves

  • An associate's or bachelor's degree in Business Administration, Accounting, Computer Science, Information Systems, or another related field.
  • Working knowledge of ESRI (ArcGIS Pro and Survey 123) and other mapping software applications, such as OnX Maps and Microsoft products.
