About the position

The Information Technology Manager is a pivotal role within the Arkansas Department of Health, specifically under the Arkansas Spinal Cord Commission. This position is responsible for the development, implementation, and maintenance of policies, standards, and guidelines that govern the use of information technology within the agency. The manager will ensure that all IT practices comply with state and federal laws, as well as agency policies. This role requires a comprehensive understanding of various IT systems and the ability to manage complex projects that involve database management, software applications, and technical support for agency personnel. In this capacity, the IT Manager will evaluate, design, and implement databases, write code, verify data integrity, and construct complex reports that are essential for the agency's operations. The position also involves providing technical assistance and problem-solving support to staff, ensuring that all software applications are functioning optimally. A critical aspect of the role is to test new technologies for compliance with accessibility laws and standards, ensuring that all internal and external entities can access the necessary information. Additionally, the IT Manager will be responsible for producing various reports, graphic art, and visual materials for presentations, websites, and publications aimed at enhancing the agency's outreach efforts. The ongoing design and maintenance of the agency's website will also fall under the purview of this role, ensuring that the site remains consistent in style, tone, and quality. The manager will conduct research and data analysis, utilizing reporting tools to inform project design and implementation. Other duties may be assigned as necessary to support the agency's mission.

Responsibilities

  • Develop and publish policies, standards, and guidelines relating to information technology.
  • Evaluate, design, implement, and maintain databases.
  • Write code, verify data, and construct complex reports.
  • Provide technical assistance in software applications and problem-solving to agency personnel.
  • Test technologies for compliance with accessibility laws and standards.
  • Produce reports, graphic art, visual materials, and other documents for presentations and publications.
  • Maintain ongoing design of websites to ensure consistency in style, tone, and quality.
  • Perform research and data analysis utilizing reporting tools for project design.
  • Perform other duties as assigned.

Requirements

  • Bachelor's degree in information technology, business administration, or related field.
  • Three years of experience in system analysis, telecommunications, information technology, information security, or related field.
  • Strong knowledge of Microsoft Office Professional Suite and its automation and interoperability.
  • Ability to identify complex problems and develop solutions.
  • Ability to read and understand written information and ideas.
  • Ability to develop, design, edit, and maintain websites.
  • Ability to prepare and deliver public presentations related to information technology.
  • Valid Arkansas Driver's License.

Nice-to-haves

  • Strong MAC OS knowledge preferred.
