About the position

The Information Technology Specialist 5 - Senior Project Manager role at the Iowa Department of Administrative Services involves overseeing the planning, implementation, and reporting of enterprise technology projects. This position is crucial for driving positive change within government agencies by managing impactful technology initiatives and ensuring successful project delivery across multiple state entities.

Responsibilities

  • Collaborate with Product Delivery to define project scope and objectives across multiple state entities.
  • Develop a detailed work breakdown structure to document project activities.
  • Identify and assign project deliverables, milestones, and tasks to team members.
  • Assess risks and constraints, proposing effective mitigation strategies and contingency plans.
  • Monitor project budget, timeline, and scope, providing regular variance reports.
  • Ensure timely and quality delivery of project outcomes.
  • Maintain comprehensive documentation of all project information.
  • Prepare and present project reports for management in collaboration with Product Delivery.
  • Foster positive communication and relationships with stakeholders and team members.
  • Evaluate project outcomes and facilitate lessons learned sessions to identify improvements.
  • Communicate successes and challenges to stakeholders and leadership.
  • Develop a sustainability model for projects post-implementation.
  • Track key success metrics throughout the project lifecycle.
  • Prepare users for system adoption and acceptance through effective change management strategies.
  • Build rapport with stakeholders and vendors to facilitate user acceptance.
  • Create technical and non-technical user guides for administrators and end-users.
  • Collaborate with training teams to ensure comprehensive product adoption.
  • Direct project team efforts and provide guidance throughout the project lifecycle.
  • Act as an escalation point for project managers and offer constructive feedback during peer evaluations.
  • Assist in coordinating resource coverage and lead project manager team meetings.

Requirements

  • Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time work in relevant IT roles.
  • Three years of full-time work experience in operating multi-job computers, coordinating computer-based networks, or executing technology projects.
  • Certification by an authorized educational institution in an area directly related to computer specialty fields.
  • Current, continuous experience in the state executive branch that includes six months of full-time work as an Information Technology Specialist 4.
