About the position

The Los Angeles County Department of Mental Health (DMH) is seeking an Information Technology Specialist I to join the Chief Information Office Bureau (CIOB). This role is pivotal in coordinating, collaborating, and providing support for the Contract and Asset Management sections within the bureau. The specialist will serve as a consultant, offering subject matter expertise to the CIOB's Project Management Office and Project Delivery sections. The position requires a comprehensive understanding of IT project management, contracts management, and asset management, as well as the ability to lead efforts in analyzing and improving existing workflows and technology solutions. In this role, the specialist will plan, organize, consult, and evaluate the work of the DMH IT Contracts and Asset Management sections. This includes providing domain expertise in IT strategic planning, business automation planning, and business process improvement. The specialist will also be responsible for managing all IT asset management activities, which encompass procurement, secure storage, inventory management, and participation in IT asset audits. Collaboration with subordinate IT professionals and other departments is essential to ensure effective contract development and maintenance, including Statements of Work and solicitations such as RFPs and RFIs. The specialist will represent the department at interdepartmental meetings and may serve on countywide information technology committees and work groups. This position is crucial for ensuring that the DMH's IT resources are effectively managed and aligned with the department's strategic goals.

Responsibilities

  • Plan, organize, consult, and evaluate the work of the DMH IT Contracts and Asset Management sections.
  • Provide domain expertise and IT strategic planning, business automation planning, and business process improvement.
  • Lead efforts to analyze and document existing workflow processes to implement new and improved workflows and technology.
  • Manage all Information Technology asset management activities, including procurement and secure storage of inventory.
  • Collaborate with subordinate IT professionals in the IT Asset Management and IT Contracts sections.
  • Develop and maintain Information Technology contracts, Statements of Work, and solicitations such as RFPs and RFIs.
  • Meet with DMH business units, subject matter experts, and vendors to create IT contracts and solicitation materials.
  • Lead efforts to secure IT consulting resources leveraging County master agreements.
  • Represent the department at interdepartmental meetings and serve on Countywide IT committees.

Requirements

  • Five (5) years' experience in Information Technology implementing large scale systems/applications leveraging formal Project Management concepts.
  • Experience working with IT contracts and processing IT assets.
  • A bachelor's degree from an accredited college or university in Information Systems and/or Business Management.
  • Experience in establishing a Project Management Office and mentoring teams of Project Managers and Business Analysts.
  • A valid Project Management Professional (PMP) Certification.
  • A valid California Class C Driver License.
  • Successful clearance through Los Angeles County's Live Scan process.
