About the position

This position is located at the Sacramento DMV Headquarters. Under the general direction of the Product Quality Manager, Information Technology (IT) Manager II, the IT Specialist III leads the Quality Assurance activities under the purview of the Enterprise Modernization Project (EPM). The incumbent leads various activities of Quality Assurance team; develops and reinforces product quality policy, procedure, and standards to support modernization effort; ensures the product achieves or exceeds the envisioned customer experience; develops quality strategies for products and oversee the development and execution of software test plans and analysis of test results; and coordinates with the System Integrators and ensure that testing is executed as per plan in all environments. The incumbent should possess excellent communication and interpersonal skills, attention to detail, patience and real passion for testing and quality as well as having strong foundation in Software Engineering QA methodologies and proven experience leading teams to deliver successful testing execution and meet the business requirements. This Limited Term position may be extended to 24 months and may become Permanent.

Responsibilities

  • Lead Quality Assurance activities for the Enterprise Modernization Project.
  • Develop and reinforce product quality policy, procedure, and standards.
  • Ensure product meets or exceeds customer experience expectations.
  • Develop quality strategies for products.
  • Oversee development and execution of software test plans.
  • Analyze test results and coordinate with System Integrators.
  • Ensure testing is executed as per plan in all environments.

Requirements

  • Demonstrated proficient Quality Assurance or Testing skills.
  • At least two years of experience in large, complex projects.
  • Trained and experienced in Software Development Life Cycle (SDLC).
  • Bachelor's degree in Information Technology, Management Information Systems, Computer Science, or equivalent experience.
  • Two years of Software Quality Assurance experience including test management and documentation.
  • Expertise with development methodologies including SDLC, Agile, and DevOps.
  • Strong analytical, creative problem-solving, and critical thinking skills.
  • Ability to work in remote or in-person scenarios with limited supervision.
  • Experience managing deliverables from external providers.
  • Proficient facilitation skills and experience presenting to executive management.
  • Knowledge of project management concepts and principles.
  • Ability to prepare clear and concise documentation.
  • Effective communication skills to all levels of business and IT.
  • Ability to meet business needs through innovative solutions.
  • Knowledge of continuous process improvement and business process reengineering.
  • Ability to manage multiple high priority initiatives concurrently.
  • Experience in delivering services with a focus on excellent customer service.
  • Ability to be flexible and organize workload to accommodate changing priorities.
  • Ability to work under pressure to meet tight deadlines.
  • Ability to utilize diplomacy, tact, and professionalism.
