About the position

The San Mateo County Libraries is seeking an Information Technology Supervisor to oversee the library system's IT infrastructure, ensuring efficient operation of hardware, software, networks, and technology services. This role involves supervising the IT team, managing budgets, and integrating new technologies to enhance library services. The ideal candidate will be passionate about emerging technologies and committed to creating a supportive learning environment for both staff and library customers.

Responsibilities

  • Direct, supervise, evaluate and counsel assigned staff in the development, installation, and maintenance of systems solutions to customer needs.
  • Plan, direct, monitor and evaluate the effectiveness of information technology support systems, including needs assessment, program design and planning, implementation, and evaluation.
  • Coordinate and monitor acquisitions of hardware, software, and peripherals.
  • Identify the need for, negotiate and manage contracts for system installations and information technology support.
  • Plan and develop security protocols and procedures; develop and administer security training.
  • Assist in the preparation, administration, review, and evaluation of the unit budget.
  • Direct, coordinate, and participate in the development and implementation of project goals, objectives, policies, procedures, and priorities that balance both customer needs and professional standards and practices.
  • Maintain an effective working relationship with a variety of public and private organizations, including other department staff, County departments and agencies; consult with other managers on relevant program issues, develop alternative strategies for dealing with information system needs and assist in the implementation of solutions as necessary.
  • Prepare, administer, and monitor project budget to ensure the accomplishment of program and service objectives within budget restrictions.
  • Coordinate and direct each project phase: feasibility, requirement definition, detail design, programming, testing, implementation, and maintenance.
  • Confer with department management and user staff regarding project status; provide regular project status reports.
  • Assign project work units and follow up to ensure completion.
  • Oversee technical operations for thirteen libraries throughout the county.
  • Occasionally works nights and/or on weekends to support the libraries' seven day a week operation.

Requirements

  • Three years of increasingly responsible experience in information technology support including one year in a project lead capacity.
  • Knowledge of supervisory principles and practices, including work planning and evaluation, project management, scheduling, and training.
  • Knowledge of data processing principles, concepts, and terminology.
  • Knowledge of methods and practices of computer system design, programming, and implementation.
  • Knowledge of information management platforms and systems.
  • Knowledge of principles and techniques of advanced systems analysis and design.
  • Knowledge of current technologies for systems design and delivery.
  • Knowledge of cost estimating and cost/benefit analysis.
  • Knowledge of advanced principles and practices of program management, including planning, implementation, and evaluation.
  • Knowledge of principles of budget preparation and monitoring.
  • Knowledge of principles of personnel training, supervision, and evaluation.

Nice-to-haves

  • Familiarity with library technologies and experience working with Integrated Library System (ILS), Automated Material Handling (AMH), Management, and self-checks.
  • Project management experience from initiation to completion.
  • Proficiency in SCCM, MDM, and the centralized management of devices.
  • Understanding of ITSM processes and best practices.
