About the position

The Information Technology Supervisor at the State of Nebraska will lead the N-FOCUS team within the Health & Human Services Division. This role involves supervising IT development professionals, managing project portfolios, and ensuring the effective delivery of IT services. The supervisor will be responsible for strategic planning, budget monitoring, and providing technical support, all while fostering a collaborative and efficient work environment.

Responsibilities

  • Supervise a staff of IT development professionals.
  • Manage and support all aspects of the DHHS applications team including analysis, requirements, design, development, testing, implementation, and production support activities.
  • Establish and direct systems development, project management, change management, release management, and production support standards, processes, and procedures.
  • Develop and maintain a well-trained staff with the right combination of skills.
  • Conduct personnel activities including assigning duties, hiring, performance evaluation, grievances, and discipline.
  • Prepare work plans to accomplish IT projects, including resource allocation.
  • Identify and sponsor process improvement initiatives.
  • Manage information technology projects and large-scale system enhancements.
  • Administer project portfolio and change management governance processes to align team activities with department priorities.
  • Perform initial analysis on unit requests and determine course of action.
  • Monitor budget and make recommendations for future performance.

Requirements

  • Bachelor's degree in computer science, information systems, mathematics, engineering, or related field.
  • Two years of experience in a related IT discipline, with one year as a project coordinator, leader, or supervisor.
  • Experience supervising IT technical and business analyst professionals.
  • Experience with systems development, maintenance, and operations processes.
  • Knowledge of the systems development life cycle (SDLC).
  • Experience with agile, waterfall, and hybrid SDLC methods.
  • Experience in large-scale IT environments.
  • Experience in professional development and mentoring staff.
  • Strong problem-solving and system analysis skills.
  • Project management experience.

Nice-to-haves

  • Experience with Lean and Six Sigma process improvement methods.
  • Experience managing contracts and relationships with IT vendors.
  • Familiarity with state procurement processes.
