About the position

The Infrastructure Project Manager is responsible for overseeing and managing county infrastructure projects, ensuring they are completed on time, within budget, and meet quality standards. This role involves working independently and may include assisting the Capital Projects Manager on larger projects. The position requires a thorough understanding of project management principles as applied to public works facilities, including construction and maintenance of county buildings and parks.

Responsibilities

  • Manage engineering consultants and contractors during the design and construction of County Capital Improvement Projects.
  • Perform site inspections to ensure projects are completed on time, on budget, and with high levels of quality assurance.
  • Prepare, negotiate, execute, and manage task orders for professional consultants and contractors.
  • Oversee the preparation of Requests for Proposals (RFP), Requests for Qualifications (RFQ), and other bidding documents in compliance with municipal, state, and federal code requirements.
  • Provide analysis, evaluation, and recommendations for contract awards; prepare projects for bid, including reviewing plans, specifications, and estimates.
  • Review and approve contractor and consultant pay requests; develop and monitor project scope, budget, and schedule.
  • Prepare reports for upper management and stakeholder information.
  • Provide technical information and guidance on capital projects; resolve project-related issues under the general direction of the Capital Projects Manager or Building & Facilities Services Director.
  • Prepare required municipal, state, and federal reports for various construction projects; prepare reports, memorandums, and related correspondence pertaining to contract and regulatory compliance.
  • Assemble construction documents and specifications.
  • Coordinate with other County Departments, external agencies, and applicants on projects.
  • Draft mission memorandum for Board of County Commission Approval.
  • Perform related work as required.

Requirements

  • Bachelor's degree in construction management or equivalent from an accredited college or university.
  • Progressively responsible experience in infrastructure-related project management work or a combination of education and experience.
  • Valid Florida driver's license.
  • Thorough knowledge of infrastructure project management as applied to the design, construction, and maintenance of public works facilities.
  • Knowledge of materials, methods, and techniques of general building construction.
  • Ability to read and interpret engineering plans, plats, and profiles.
  • Experience in technical grant writing and grant administration/management preferred.
  • Ability to facilitate field data collection with staff performing engineering inspections.
  • Considerable knowledge of current literature, trends, and developments in the field of infrastructure project management.
  • Ability to establish and maintain effective working relations as necessitated by work assignments.
  • Ability to use computer software.

Nice-to-haves

  • Experience in technical grant writing and grant administration/management preferred.
