About the position

The Institutional Analyst II position within the Data Governance and Analysis Branch of the Hawaii State Department of Education is a full-time role that plays a critical part in enhancing data governance and analysis efforts. Under the general supervision of the Planning and Evaluation Director, the analyst will be responsible for developing project specifications that encompass the scope, methodology, data collection, release, sharing, and resource requirements. This role requires the formation and coordination of community or stakeholder task forces to gather diverse input for projects, facilitating meetings to foster collaboration and understanding among various stakeholders. In addition to project management, the Institutional Analyst II will actively participate in various project teams, ad hoc committees, and task forces, collaborating with personnel from the Data Governance & Analysis branch and other organizational units. The analyst will represent the Data Governance & Analysis branch in meetings with other governmental agencies and community organizations, aiming to improve student outcomes through effective data governance practices. The position also involves managing, developing, and delivering high-quality project deliverables associated with the Data Governance program. The analyst will provide ongoing updates regarding project status, progress, risks, and resource allocation to stakeholders throughout all phases of the program. Furthermore, the role requires working with cross-functional teams to establish and support Data Governance policies, facilitating meetings to define and document data standards, definitions, requirements, and processes to ensure consistency and standardization across various applications and data projects. The Institutional Analyst II will also be tasked with developing policy recommendations and presenting information for consideration by the Superintendent. This includes creating procedures and guidelines to be applied statewide within the Department and providing consultation to other states and district offices as needed. The role may also involve performing other related duties as assigned, contributing to the overall mission of the Department of Education.

Responsibilities

  • Develop specifications of project assignments including scope, methodology, collection, release, data sharing, and resource requirements.
  • Form and coordinate the work of community or stakeholder task forces to provide varied input to projects and facilitate meetings to increase collaboration and understanding.
  • Participate as a working member in various project teams, ad hoc committees, and task forces involving personnel from the Data Governance & Analysis branch and other organizational units.
  • Represent the Data Governance & Analysis branch in meetings with other governmental agencies and community organizations to improve student outcomes.
  • Manage, develop, and deliver high-quality project deliverables associated with the Data Governance program.
  • Provide ongoing project status, progress, risks, and level of effort across various stakeholders within the organization on all phases of the program.
  • Work with cross-functional teams to support and establish Data Governance program/policies.
  • Facilitate cross-functional team meetings to define and document baseline data standards, definitions, requirements, flows, source systems, processes, usage, and functions.
  • Develop policy recommendations of action and present information for consideration by the Superintendent.
  • Develop procedures and guidelines to be applied statewide in the Department and provide related consultation to other states and district offices.

Requirements

  • Educational Officers, Teachers, or other qualified individuals may apply for this position.
  • Experience in project management and data governance is preferred.
  • Strong communication and facilitation skills to coordinate with various stakeholders.
  • Ability to develop and deliver high-quality project deliverables.
  • Experience in policy development and implementation.
