About the position

The Institutional Analyst II position within the Data Governance and Analysis Branch of the Hawaii State Department of Education focuses on enhancing educational outcomes for students with disabilities through data analysis and collaboration. The role involves leading evaluation efforts, statistical analysis, effective communication of data insights, and project management to improve educational programs and student outcomes.

Responsibilities

  • Provide statewide leadership in analyzing and using data to enhance educational outcomes for students with disabilities.
  • Collaborate with Department staff and stakeholders to interpret data, establish student performance targets, and assess the effectiveness of programs and statewide improvement activities.
  • Lead the development and implementation of the evaluation component of the State Systemic Improvement Plan (SSIP).
  • Analyze performance across complex areas against statewide targets to enhance educational performance and functional outcomes for students.
  • Evaluate the impact of statewide initiatives on complex area performance.
  • Apply appropriate statistical and econometric techniques and tools to analyze data and reports about educational inputs and outcomes for students with disabilities.
  • Coordinate the State Performance Plan/Annual Performance Report, Indicator 17 (State Systemic Improvement Plan) evaluation and data analysis.
  • Communicate results of program and performance data analyses effectively, applying modern data visualization techniques using advanced software.
  • Present data-rich information effectively to diverse audiences of internal and external stakeholders, differentiating the presentation based on purpose and audience.
  • Train internal and external stakeholders in using and understanding data and analyses to develop knowledge and understanding and to inform decision-making.
  • Collaborate with ESB team and complex areas to advance strategic data use.
  • Lead teams and manage projects to improve educational programs and/or student outcomes.
  • Participate as a working member in a variety of project teams, ad hoc committees, and task forces.
  • Provide representation in meetings as requested by the Director, Assistant Superintendent, or Superintendent.

Requirements

  • Mid-level experience in data analysis and governance.
  • Strong knowledge of statistical and econometric techniques.
  • Experience in educational program evaluation and improvement planning.
  • Ability to communicate complex data insights effectively to diverse audiences.
  • Proficiency in modern data visualization techniques and software.

Nice-to-haves

  • Experience working with students with disabilities.
  • Familiarity with the State Systemic Improvement Plan (SSIP).
  • Project management experience in educational settings.
