About the position

The position involves researching, designing, developing, and implementing compliance initiatives, training programs, and workshops for the CTA workforce under general supervision. The role requires recommending and leading the development of web-based training, policies, and procedures. Additionally, the position focuses on implementing quality control initiatives to evaluate and improve training and development, as well as other organizational initiatives. The successful candidate will analyze, design, develop, and implement various learning solutions, including web-based training, virtual instructor-led training, learning labs, simulations, and other employee performance support solutions. The individual will create course content, facilitator guides, manuals, test criteria, reference materials, and learning aids for training classes. They will identify expected outcomes for courses and monitor to ensure achievement of those outcomes. The role requires partnering with stakeholders to determine training needs and reviewing materials for quality control to keep learning information interactive and updated according to industry standards. The candidate will also utilize the Learning Management System (LMS) to develop learning initiatives and training programs that align with the department's workforce development plan, producing and distributing training program and learner reports that meet regulatory requirements and stakeholder needs. Furthermore, the position involves conducting train-the-trainer sessions, developing training aids to support internal customers, and ensuring the scheduling and quality of approved courses. The candidate will serve as a liaison with IT, identifying technology needs in the field to effectively roll out an authority-wide eLearning program and LMS system. They will evaluate vendors and external training courses, recommend acquisitions to supplement internal training programs, and maintain participation in web-based learning organizations to share best practices. The role also includes conducting peer-to-peer design workshops, project reviews, and proofreading to ensure accuracy and consistency of modules. Other duties may include working on special projects and preparing reports as assigned.

Responsibilities

  • Analyze, design, develop, and implement learning solutions including web-based training and virtual instructor-led training.
  • Create course content, facilitator guides, manuals, test criteria, reference materials, and learning aids for training classes.

  • Produce and distribute training program and learner reports via the LMS system.
  • Conduct train-the-trainer sessions and develop training aids to support internal customers.

  • Serve as TWD liaison with IT and identify technology needs for eLearning programs.
  • Evaluate vendors and external training courses and recommend acquisitions to supplement internal training programs.
  • Maintain participation in web-based learning organizations and share best practices with team members.
  • Conduct peer-to-peer design workshops and project reviews, providing structured feedback.

Requirements

  • Bachelor's degree in Instructional Design, Human Resources, Instructional Technology, Organizational Development, English, or a related field; Master's degree preferred.
  • Five plus (5+) years of experience creating web-based training/professional development content.
  • Extensive experience with CBT authoring, animation tools, and software such as Adobe Captivate, Articulate 360, Camtasia, and InDesign.
  • Experience working with Learning Management Systems and developing learning initiatives Authority-wide.
  • Experience with learning technologies for developing training videos and associated training aids.
  • Detailed knowledge of training delivery techniques, facilitation, and adult learning principles.
  • Advanced skills in curriculum development, eLearning, and instructional video development.
