About the position

The Instructional Systems Designer IV - Curriculum Delivery Manager at Olgoonik Corporation is responsible for the continuous management of the Foreign Affairs Security Training Center (FASTC) training delivery, alongside the duties of a senior Instructional Systems Designer (ISD). This role requires close collaboration with all four Training Development and Assessment (TDA) units, FASTC branch and division chiefs, and program offices to ensure that training needs are accurately identified and specified during the conversion to objectives. The incumbent must ensure that the delivery modes are appropriate for both effectiveness and efficiency, that evaluations are relevant and comprehensive, and that pre- and post-class support is adequately provided. A key aspect of this position is to enhance the learner enrollment experience to fully support the training process. The incumbent will also prepare and support FASTC instructors through the Instructor Development Course and subsequent professional development. All design and development work will adhere to an Instructional Systems Design model, such as SAM or ADDIE, as well as the FASTC Standard Operating Procedures (SOP) and Federal Law Enforcement Training Accreditation (FLETA) standards. The role involves managing large projects (over 100 hours) with minimal guidance and overseeing the collaborative efforts of other designers on project teams. The incumbent will utilize the DS Training Management System to create Course Templates and specify all necessary training resources for each course activity. This position is based in Blackstone, VA.

Responsibilities

  • Evaluate the full cycle of FASTC training from development to delivery and long-term field support.
  • Meet regularly with TDA unit chiefs to track training needs through to delivery, including analysis to identify developing training trends.
  • Collaborate with ISM to assess design and delivery modes.
  • Work with Accreditation and Evaluation to evaluate testing and survey feedback.
  • Coordinate with the FASTC Registrar to monitor student enrollment and experience.
  • Meet with TRM representatives to ensure FASTC facility adequacies.
  • Identify critical Curriculum Delivery metrics and indicators.
  • Design and implement analysis tools and reporting systems for metrics.
  • Analyze and propose techniques and technologies to enhance FASTC training.
  • Develop the Instructor Development process to onboard new instructors and maintain instructional skills continuously.
  • Identify delivery processes and technologies that may require instructor retraining to prevent burnout.
  • Provide ongoing support for FLETA documentation.
  • Apply the ADDIE or SAM model to training development and select optimal design and delivery modes for training projects.
  • Manage training project teams that may include multiple ISDs and personnel from other disciplines and SMEs.
  • Set appropriate milestones for training projects and provide input for routine and special reports.
  • Stay updated on changes in training practices to improve FASTC training.
  • Review and evaluate training results from evaluations and external audits, facilitating resolutions as needed.
  • Provide weekly updates of course activities to the ISM Unit Chief.
  • Evaluate and adapt commercial-off-the-shelf (COTS) and existing government-based training materials or courses (GOTS).
  • Integrate technology-based and scenario-based training products wherever possible.
  • Provide technical assistance for integrating technology-based and scenario-based modules.

Requirements

  • Bachelor's degree with a concentration in adult learning, education, instructional design, instructional technology, or curriculum development.
  • Master's degree or eight (8) years' equivalent experience in instructional design, instructional technology, organizational development, or educational psychology.
  • At least seven (7) years of experience managing training development efforts in a technical training environment.
  • At least one year of supporting US government training efforts required.
  • Specialized knowledge or professional experience in instructional systems design, education and adult learning principles, cooperative learning, programming and authoring tools, graphic arts and media design, and educational product evaluation.
  • Demonstrated experience working with instructional Systems Design models.
  • Experience with computer-based instruction design concepts and practices, including tools like Adobe Captivate, Trivantis Lectora, and/or Articulate Storyline.
  • Experience with distributed learning and multimedia insertion.
  • Knowledge of SCORM and 508 compliance.
  • Excellent people and organizational skills.
  • Strong writing, proofreading, and design skills for developing training course materials.
  • Proficient in Microsoft applications (MS Word, PowerPoint, and Excel).
