About the position

The Digital Project Manager at Olgoonik Corporation is tasked with the continuous oversight and management of vendor e-learning and digital projects, particularly those associated with a senior Instructional Systems Designer. This role requires close collaboration with various units within the Training and Development Agency (TDA), including the Foreign Affairs Security Training Center (FASTC) branch, division chiefs, program offices, and contracted e-learning vendors. The primary goal is to ensure that training needs are accurately identified, specified during the conversion to objectives, and that the delivery modes are effective and efficient. The incumbent is responsible for ensuring that evaluations are relevant and comprehensive, and that both pre- and post-class support is adequately provided to enhance the learner enrollment experience. A significant aspect of this role involves providing project management support for the e-learning and digital vendors contracted by FASTC and the T Directorate. The incumbent must ensure that all Instructional Systems Design (ISD) design and development work adheres to established models such as SAM or ADDIE, as well as Standard Operating Procedures (SOP) and Federal Law Enforcement Training Accreditation (FLETA) standards. The Digital Project Manager will manage large-scale projects, often exceeding 100 hours, with minimal guidance, and will oversee the collaborative efforts of other designers within project teams. Utilizing the DS Training Management System, the incumbent will build Course Templates and specify all necessary training resources for each course activity. The position is based in Dunn Loring, VA, at the U.S. Department of State, and requires a proactive approach to project management, ensuring that all aspects of the training cycle—from development to delivery and long-term support—are effectively managed and executed. The incumbent will also be responsible for evaluating training needs, identifying project management metrics, and proposing enhancements to the e-learning/digital training processes.
