We are looking for an Instrumentation and Controls Engineer/Senior SCADA Engineer for our East Central Market to execute exciting and challenging projects. This role requires a blend of curiosity, talent for multi-tasking, collaboration, and strong organizational skills. The I&C Engineer will work alongside project teams and under the direction of an I&C/SCADA Group Leader to perform various tasks related to the design and implementation of instrumentation and control systems for large water and wastewater projects. The I&C Engineer will utilize PLC Control systems, SCADA systems, and Human Machine Interface software to effectively design and implement these systems. Responsibilities include providing engineering and programming support for water, wastewater, municipal, and industrial clients, designing and troubleshooting SCADA and Operational Technology networks, and preparing specifications and drawings. The role also involves conducting site visits, testing, and making recommendations for control systems improvements and designs. Collaboration with other engineering disciplines on large, complex projects is essential, as is the ability to develop and maintain strong relationships with clients and stakeholders. In this position, you will evaluate and develop alternative control system solutions, consult on SCADA and data analytic solutions, and develop design reports and specifications. You will also specify instruments, controllers, computers, servers, and application software, assist in defining interface requirements, and participate in various phases of project execution, including consulting, design, construction, and training. The role requires strong communication and interpersonal skills, as well as a commitment to health and safety in all aspects of project execution.

Responsibilities

  • Utilize PLC Control systems, SCADA systems, and Human Machine Interface software to design and implement instrumentation and control systems for large water/wastewater projects.
  • Provide engineering and programming support for water, wastewater, municipal, and industrial clients.
  • Design, troubleshoot, and consult on SCADA and Operational Technology networks including PLCs, servers/workstations, network switches, and firewalls.
  • Prepare specifications and drawings, write control system descriptions, and perform startup and commissioning activities.
  • Conduct site visits and testing, making recommendations for control systems improvements and designs.
  • Collaborate on proposals and contribute to client relationships and business development efforts.
  • Evaluate and develop alternative control system solutions that meet client requirements.
  • Consult on SCADA and data analytic solutions, including identification of opportunities and implementation of digital products.
  • Develop design reports, specifications, plans, and documentation for application software and associated client deliverables.
  • Specify instruments, controllers, computers, servers, and ancillary equipment and components.
  • Assist in defining interface requirements for process valves, adjustable frequency drives, and packaged systems.
  • Develop new and modify existing application programming in PLCs and HMIs.
  • Participate in consulting, design, construction, planning, commissioning/start-up, training, and close-out phase activities.
  • Work with and coordinate SCADA system requirements with other disciplines during the design phase.
  • Interact with clients to gain an understanding of their systems.
  • Be responsible for development and execution of SCADA Master Plans.
  • Work with contractors and sub-contractors to resolve issues during construction and commissioning/start-up.
  • Participate in business development activities resulting in the award of a contract.

Requirements

  • Bachelor's degree in electrical engineering or related field.
  • I&C or Electrical design experience.
  • Experience in PLC control systems, P&ID development, control system architecture development, SCADA systems, and networks.
  • Experience with industrial PLC programming and hardware implementation: Allen Bradley, Modicon or Siemens preferred.
  • Experience with HMI programming: Rockwell Software (Factory Talk View ME/SE, Components, Historian), Wonderware (InTouch, System Platform, Historian), etc.
  • Experience commissioning SCADA systems, including troubleshooting and problem-solving techniques to maintain high availability of SCADA systems.
  • Professional Engineer License or ability to obtain PE licenses within one year.

Nice-to-haves

  • Experience in water or wastewater treatment process automation.
  • Networking experience: EtherNet/IP, Modbus RTU, Modbus TCP/IP etc.
  • Database experience: Microsoft Access, Microsoft SQL.
  • Operating System experience: Microsoft Windows 10, Microsoft Server 2019.
  • Expertise in the NFPA 70 (NEC), NFPA 79, UL 508A, etc.
  • Data science, mathematical expertise.
