About the position

The Mid-Level Instrumentation and Controls Engineer at Jacobs will play a crucial role in designing and implementing innovative electrical and instrumentation control systems for water and wastewater utility projects. This position emphasizes collaboration with multi-disciplinary teams to ensure effective project execution and client satisfaction. The engineer will lead the generation and review of instrumentation and controls drawings, specifications, and vendor submittals, while also contributing to business development efforts.

Responsibilities

  • Utilize PLC Control systems, SCADA systems, and Human Machine Interface (HMI) software to design and implement instrumentation and control systems for large water/wastewater projects.
  • Provide programming support for water, wastewater, municipal, and industrial clients.
  • Design and troubleshoot SCADA and Operational Technology networks including PLCs, servers/workstation, network switches, and firewalls.
  • Utilize network monitoring and anti-virus software to assess network risks and vulnerabilities.
  • Prepare design specifications and drawings, write control system descriptions, and perform startup and commissioning activities.
  • Conduct site visits and testing, making recommendations for control systems improvements and designs.
  • Collaborate with other engineering disciplines on large, complex projects to design and incorporate equipment, process, and facility control concepts.
  • Contribute to proposals and client relationships, supporting business development efforts.
  • Select and troubleshoot field process instruments.
  • Drive ownership of health & safety in all aspects of project execution.

Requirements

  • Bachelor's degree in Electrical, Mechanical, or Chemical Engineering from an accredited college/university.
  • 4 to 15 years of experience in instrumentation and controls design, PLC control systems, P&ID development, control system architecture development, SCADA systems, and networks.
  • Experience with industrial PLC programming and hardware implementation (e.g., Allen Bradley, Modicon, or Siemens).
  • Experience in start-up and commissioning of SCADA systems, including troubleshooting and problem-solving techniques to maintain high availability of SCADA systems.
  • Professional Engineer (PE) license and ability to be licensed in multiple states (or ability to obtain PE license within one year of hire).

Nice-to-haves

  • 4 to 15 years of experience in PLC and HMI control systems.
  • Experience in water and/or wastewater treatment process automation.
  • Instrumentation and controls selection and design experience.
  • I&C or Electrical design experience.
  • PLC experience: Allen-Bradley (SLC, MicroLogix, CompactLogic, ControlLogix), Schneider Electric (Quantum, M580), etc.
  • HMI experience: Rockwell Software (Factory Talk View ME/SE, Components, Historian), Wonderware (InTouch, System Platform, Historian), etc.
  • Networking experience: EtherNet/IP, Modbus RTU, Modbus TCP/IP, etc.
  • Expertise applying the NFPA 70 (NEC), NFPA 820, UL 508A.
