About the position

The Integrated Test Coordinator at Vigor will play a crucial role in overseeing the Integrated Test Plan (ITP) associated with the company's Ship Repair work for the US Navy. This position is responsible for ensuring that the ITP is functionally linked to the Integrated Production Schedule in accordance with NAVSEA standards, which includes all testing for maintenance activities. The coordinator will ensure that the ITP is responsive to changes in the production schedule, meaning that when production item completion dates change, their associated test dates will also be adjusted accordingly. This oversight is vital for maintaining the integrity and efficiency of the ship repair process, ensuring that all testing requirements are met and accurately reflected in schedules and reports. In this role, the Integrated Test Coordinator will develop, coordinate, and manage the ITP as described in NAVSEA Standard Item 009-67. They will serve as the primary point of contact for the project team regarding all issues related to test integration. The coordinator will review work items for testing requirements, ensuring that all necessary testing is captured in both the Integrated Test Plan and the Master Integrated Production Schedule. They will also be responsible for reviewing the Objective Quality Evidence (OQE) for accuracy and completeness before submission to the government, resolving any non-conformances prior to acceptance. The position requires the coordinator to ensure that the ITP is updated at least weekly, or more frequently as needed, to support Key Event Certification. They will act as the primary representative on the Total Ship Testing Task Group, chairing weekly meetings and ensuring that all authorized work in the Navy Maintenance Database (NMD) is properly certified in accordance with project milestones and key events. This role requires a high level of independent decision-making and sound judgment, as the coordinator will operate within general parameters while managing complex testing schedules and requirements.

Responsibilities

  • Develop, coordinate and manage the Integrated Test Plan (ITP) as described in NAVSEA Standard Item 009-67
  • Serve as the Project Team's primary point of contact for all issues related to test integration
  • Review work items for testing requirements and ensure all testing is captured in the Integrated Test Plan and Master Integrated Production Schedule
  • Ensure all testing is accurately reflected in schedules and other reports to support a deliberate, incremental path to key event readiness and certification
  • Review the OQE for accuracy and completeness prior to submittal to the government and resolve any non-conformances before acceptance
  • Ensure that the ITP is responsive to changes in production schedules, adjusting test dates as necessary
  • Ensure the ITP includes all testing for maintenance activities, updated at least weekly to support Key Event Certification
  • Act as the primary representative on the Total Ship Testing Task Group and chair the weekly meeting
  • Ensure all authorized work in Navy Maintenance Database (NMD) is properly certified according to project milestones and key events, providing a consolidated list of exception items for government review

Requirements

  • High School Diploma or GED Certificate is required; BA in quality technology, engineering, mathematics, the basic sciences or related fields preferred
  • Minimum of 5 years of increasing responsibility and experience in the quality profession for a heavy manufacturer or shipyard
  • Minimum of 3 years of increasing responsibility in project management experience
  • Knowledge of NAVSEA Standard Items and requirements
  • Ability to investigate and analyze information, draw conclusions, and perform basic problem solving
  • Strong working knowledge of marine propulsion and structural systems, including the ability to read blueprints and ship system drawings
  • Ability to use PC and software applications such as MS Office and database programs
  • Thorough knowledge of shipyard production procedures, government regulations, craft jurisdictions, ship repair methods, and government contract administration
  • Ability to write understandable reports and read technical manuals
  • Ability to board ships, enter confined spaces, and climb stairs and ladders of varying heights
