About the position

The Intelligence Operations Specialist position at the FDIC is a critical role located in the headquarters in Washington, DC. This position is responsible for identifying foreign intelligence entities (FIE) capabilities, intent, and opportunities to target FDIC personnel, assets, information, or facilities. The specialist will access all-source threat information, provide training and awareness briefings, and write all-source finished intelligence products that comply with Intelligence Community Directives 203, 206, and 208. The role requires a comprehensive understanding of counterintelligence (CI) and the ability to analyze and report on FIE activities directed against the FDIC. In this position, the specialist will coordinate and provide tailored CI functional services to strengthen the FDIC's defenses against FIE targeting and exploitation. This includes identifying, analyzing, and reporting on FIE activities, accessing and researching all-source information, and writing finished intelligence products that inform risk-based decision-making. The specialist will work closely with various FDIC divisions and offices to identify critical information and assets, analyze threats, and integrate threat information into risk assessments. Additionally, the role involves providing foreign travel briefings and debriefings, vetting foreign contacts, and supporting supply chain risk-based acquisition decisions. The specialist will also be responsible for recommending actions to remediate vulnerabilities and deficiencies within the CI program and will need to engage persuasively with various levels of management to support CI objectives and mitigate FIE threats. This position is permanent, full-time, and offers telework options, although occasional travel may be required.

Responsibilities

  • Coordinate and provide tailored counterintelligence (CI) functional services to protect FDIC personnel and assets from Foreign Intelligence Entities (FIE).
  • Identify, analyze, and report on FIE activities directed against the FDIC.
  • Access, research, and analyze all-source information to write finished intelligence products compliant with Intelligence Community Directives 203, 206, and 208.
  • Work with FDIC divisions to identify critical information and assets and analyze FIE threats.
  • Integrate threat information into FDIC risk assessments to inform mitigation strategies.
  • Vet foreign contacts to identify ties to FIE and inform decision-making.
  • Provide foreign travel briefings and debriefings, and support supply chain risk-based acquisition decisions.
  • Recommend actions to remediate vulnerabilities and deficiencies in the CI program.
  • Engage with management echelons to support CI objectives and mitigate FIE threats.

Requirements

  • At least one year of specialized experience equivalent to the CG-13 grade level in the Federal service.
  • Experience interpreting, developing, and implementing regulations, policies, and procedures for managing agency Counterintelligence Programs.
  • Ability to communicate and write threat information and products in accordance with Intelligence Community standards.
  • Knowledge of Foreign Intelligence Entities' tactics, techniques, and procedures targeting personnel and infrastructure.
  • Ability to think critically and apply Structured Analytic Techniques for Counterintelligence research and analysis.

Nice-to-haves
