About the position

The Intelligence Operations Specialist (Collection Strategist) position is part of the Collection Management Division within the U.S. Department of Homeland Security. This role focuses on developing and implementing collection strategies to address intelligence gaps, managing relationships across the Intelligence Community, and providing expert guidance on collection management techniques. The position requires collaboration with various stakeholders to enhance collection capabilities and ensure effective communication of intelligence priorities.

Responsibilities

  • Assist in the creation and actioning of Collection Strategies, Postures, and Plans to close intelligence gaps.
  • Identify and document qualitative and quantitative measures to determine the impact on collection activities.
  • Serve as a subject matter expert on collection management, providing authoritative guidance on multi-discipline collection techniques.
  • Build relationships across the Intelligence Community to further collection management collaboration, goals, and objectives.
  • Brief collection management projects, findings, and recommendations to senior leaders and partners.
  • Manage working groups and forums to create a transparent data-sharing environment for coordination between DHS I&A, DHS components, and IC members.
  • Set goals, agendas, and conduct meetings and conferences.
  • Participate in data calls and collaborative engagements both locally and throughout the United States.
  • Work closely with DHS component collection managers, intelligence analysts, and IC partners to understand collection capabilities, priorities, access, challenges, and reporting streams.
  • Participate in collection management committees, sub-committees, and working groups across the DHS Intelligence Enterprise and IC.

Requirements

  • Must be able to hold a TS/SCI Security Clearance.
  • Must be a U.S. Citizen.
  • Expert knowledge of the National Intelligence Community and associated operations, missions/functions, and inter-relationships.
  • Knowledge of Department of Homeland Security component missions, functions, and authorities.
  • Expert knowledge of intelligence collection disciplines, collection management processes, and collection assets, activities, and raw reporting.
  • Expert knowledge concerning the development of collection strategies and postures.
  • Vast knowledge of developing and actioning collection plans, including through use of Intelligence, Surveillance, and Reconnaissance (ISR) capabilities.
  • Strong customer service and interpersonal skills to develop and maintain effective working relationships with both internal and external customers.
  • Skill in managing working groups including identifying goals, creating agendas, achieving consensus, and documenting issues.

  • Advanced knowledge of DHS I&A homeland security intelligence mission and the relationship between DHS, State/Local governments, and the Intelligence Community.
  • Experience in making formal presentations and representing agency needs and equities.
