About the position

The Intelligence Operations Specialist (GIS Analyst) position at the Department of Homeland Security (DHS) involves providing advanced geographic information system (GIS) analysis to support intelligence operations. The role requires expertise in managing and analyzing complex geospatial datasets, collaborating with various stakeholders, and delivering actionable insights to decision-makers. This position is critical in enhancing the analytical capabilities of the DHS Intelligence Enterprise by utilizing GIS technologies to inform operational decisions and trends.

Responsibilities

  • Assist in the design, development, and management of GIS data resources and operational decisions.
  • Prepare, create, and distribute maps, graphics, displays, and other related documents.
  • Create, edit, and publish data layers.
  • Digitize data as needed to include in map layers and datasets.
  • Develop custom, reproducible geoprocessing workflows using scripts or other automated techniques.
  • Document and implement data management workflows.
  • Standardize, organize, and input data into databases while maintaining accurate detailed records of observations, measurements, and results.
  • Collaborate in a team environment and contribute to other relevant projects as directed.
  • Contribute to peer-reviewed publications, presentations, reports, and data visualization products.

Requirements

  • Must have at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service.
  • 4+ years of specialized experience in GIS analysis and data management.
  • Proficient with GIS data in ESRI ArcMap/ArcPro environments and ESRI software (ArcGIS Pro, ArcGIS Online).
  • Expert knowledge of GIS systems, processes, and procedures, and understanding of GIS analysis methods and limitations.
  • Experience with GIS programming/scripting utilizing Python and database management/manipulation via SQL.

Nice-to-haves

  • Experience with compiling and manipulating raster and vector datasets.
  • Knowledge of the intelligence cycle and the role of analysis within the cycle.
