About the position

This position is in the Defense Civilian Intelligence Personnel System (DCIPS) and is located at US SOUTHCOM, Security and Intelligence Directorate in Doral, FL. The Intelligence Specialist will specialize in Counter Threat Finance (CTF) and provide analytical expertise in support of ongoing operations and intelligence activities. The role involves conducting complex all-source intelligence analysis, production, and reporting that examines the financial underpinnings of national security threats within the USSOUTHCOM Area of Responsibility (AOR). The specialist will utilize access to bulk financial intelligence data sets and leverage advanced analytic tools to provide CTF analytic support in various functional areas. The position requires identifying key illicit financial nodes, developing outlays of illicit financial networks, assessing illicit finance techniques and tradecraft, and analyzing illicit financial trends. The specialist will also develop working-level relationships within the broader threat finance intelligence and U.S. law enforcement communities to expand their knowledge base, gain access to relevant information, and promote collaborative working relationships. Participation in analytical exchanges, national/regional conferences, and working groups is expected, along with supporting the development of CTF-related organizational plans and policies. This is a developmental position that may be filled at the GG-09 level or the full performance GG-12 level, with the possibility of noncompetitive promotion to the full performance level after meeting all regulatory requirements and upon management's recommendation. The position is permanent and full-time, with a salary range of $63,867.00 to $120,401.00, depending on the grade level and qualifications.

Responsibilities

  • Serve as an Intelligence Specialist specializing in Counter Threat Finance (CTF).
  • Provide analytical expertise in support of ongoing operations and intelligence activities.
  • Conduct complex all-source intelligence analysis, production, and reporting.
  • Examine the financial underpinnings of national security threats in the USSOUTHCOM Area of Responsibility (AOR).
  • Utilize access to bulk financial intelligence data sets and advanced analytic tools for CTF support.
  • Identify key illicit financial nodes and develop outlays of illicit financial networks.
  • Assess illicit finance techniques and tradecraft, and analyze illicit financial trends.
  • Develop working-level relationships within the threat finance intelligence and U.S. law enforcement communities.
  • Participate in analytical exchanges, national/regional conferences, and working groups.
  • Support the development of CTF-related organizational plans and policies.

Requirements

  • Must be able to obtain and maintain a TOP SECRET security clearance with eligibility for Sensitive Compartmented Information (SCI).
  • Must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Temporary duty (TDY) travel is required up to 20% of the time.
  • Appointment may be subject to a suitability or fitness determination based on a completed background investigation.
  • Two year trial period may be required.
  • Specialized experience for GG-09: At least one year of experience utilizing basic concepts and methodologies associated with intelligence operations supporting Counter Threat Finance Operations, and reviewing financial transactions to determine fraudulent activities.
  • Specialized experience for GG-12: At least one year of experience applying financial analysis methods to detect illicit financial activities and reviewing all-source intelligence data to identify illicit financial trends.
