About the position

The position involves interpreting basic design data and reviewing completed plans and specifications to identify discrepancies or detect omissions. The incumbent will coordinate with the Project Manager and/or Design Manager to ensure they understand the impact of the project's cost on its design and scope. The role requires delivering Rough Order of Magnitude (ROM)/Programming estimates using the latest cost engineering methodologies and appropriate estimating software such as the TRACES Parametric Cost Estimating System (PACES) and PC Cost. Additionally, the incumbent will be responsible for delivering complete construction and services project cost estimates for a variety of permanent structures, utilizing basic data derived from drawings, specifications, tentative plans, and other available sources. As a cost estimator, the individual will deliver work products and outputs associated with the full range of estimating duties, ensuring accuracy and compliance with established standards.

Responsibilities

  • Interpret basic design data and review completed plans and specifications to identify discrepancies or detect omissions.
  • Coordinate with the Project Manager and/or Design Manager regarding the project's cost impact on design and scope.
  • Deliver Rough Order of Magnitude (ROM)/Programming estimates using cost engineering methodologies and estimating software.
  • Provide complete construction and services project cost estimates for various permanent structures.
  • Serve as a cost estimator, delivering work products and outputs associated with estimating duties.

Requirements

  • Must be a U.S. Citizen.
  • Ability to obtain and maintain a Secret clearance.
  • Submit a Confidential Financial Disclosure Report upon entering the position and annually thereafter.
  • One year of specialized experience applying engineering techniques to assist in projects and using cost estimation methods.
  • Education: One full year of graduate-level education in a relevant field or Superior Academic Achievement.
  • For GS-9: One year of specialized experience interpreting regulations and policies, generating construction schedule estimates, and coordinating with project managers.
  • For GS-11: One year of specialized experience developing cost estimating products and preparing technical reports.
  • For GS-12: One year of specialized experience utilizing engineering concepts to resolve complex problems and developing cost estimating products.

Nice-to-haves
