About the position

The Interim Chief Information Officer (CIO) is a senior management role responsible for overseeing the administration and coordination of the Communications and Information Services Department (CISD) within the city. This position involves managing technology initiatives, budget preparation, and ensuring effective communication systems for public safety and public works. The CIO will work closely with the City Manager and City Council to develop departmental plans and funding strategies, while also directing the priorities and resource allocation within the department.

Responsibilities

  • Administer all operations under CISD, including Information Services, Radio Systems, Communication Systems, and Dispatch.
  • Direct and manage all technology initiatives; plan and coordinate activities to accomplish specific City-wide objectives.
  • Direct the priorities, work programs, people, and resource allocation within the Communications and Information Services Department (CISD).
  • Develop and present departmental plans and funding strategies to support technology investments to the City Manager and City Council.
  • Prepare and monitor the Technology Replacement Fund budget.
  • Develop and present special project reports for the City Manager and City Council, including budgeting, planning, development, and implementation of projects.
  • Direct the Communication division, including the dispatch of public safety personnel and management of emergency communications systems.
  • Maintain the public safety and public works Radio System to ensure availability and consistency of radio communications.
  • Assign and review plans and projects for growth and planning for the department.
  • Perform other related duties as assigned.

Requirements

  • Ability to effectively communicate to the City Council, City Manager, residents, employees, and special groups requiring departmental information.
  • Strong organizational and budgeting aptitude, as well as project coordination experience.
  • Demonstrated strong management skills and understanding of departmental related concepts.
  • Ability to establish and maintain cooperative working relationships with staff, City officials, other departments, and vendors.
  • Strong contract negotiation skills.
  • Extensive knowledge of information and telecommunications technology for current and emerging trends.
  • Strong networking and technical skills.
  • Bachelor's Degree in a related field required; Master's Degree preferred.
  • Seven years of progressively responsible related experience in information technology, systems, strategic planning, and project management.
  • Valid Texas driver's license required.
  • Ability to pass a full background check.
