About the position

The Internal Revenue Agent (Senior Program Analyst) position is a critical role within the Department of the Treasury, specifically in the Tax Exempt and Government Entities (TEGE) Division. This position is designed for individuals who possess a strong background in accounting and tax law, and who are capable of conducting comprehensive analytical studies and projects that assess the effectiveness, efficiency, and productivity of mission-oriented programs. The incumbent will be responsible for planning, organizing, and executing long-term analytical studies that require a deep understanding of program functions and the ability to discern trends in program delivery. This role involves analyzing overview report data to measure effectiveness in meeting baseline objectives and ensuring that program plans align with strategic initiatives. As a process analysis expert, the Senior Program Analyst will develop various techniques and methods to assess the costs and benefits of alternative programs, evaluate the effectiveness of current programs, and recommend improvements. The position requires a thorough review and evaluation of operating procedures, work flow, inter-functional coordination, and organizational operations through personal observation, conferences, and status reports. The analyst will prepare documents that report on progress towards achieving program initiatives, ensuring that all findings are well-documented and actionable. This is a temporary position not to exceed one year, with the possibility of extension or conversion to a permanent role. The work schedule is full-time, and the position may require travel up to 25% of the time. The role is open to current federal employees and those eligible for career transition assistance, and it offers a competitive salary range of $122,198 to $186,629 per year, depending on experience and qualifications.

Responsibilities

Requirements

  • A Certificate as a Certified Public Accountant (CPA) or a bachelor's degree in accounting with at least 30 semester hours in accounting.
  • Alternatively, a bachelor's degree in a field other than accounting with a combination of education and experience equivalent to 4 years including accounting coursework.
  • One year of specialized experience at the GS-13 level in the Federal service.
  • Experience applying professional accounting principles to analyze and interpret accounting records.
  • Experience interpreting and applying Federal tax law for individuals and businesses.
  • Experience with corporate financial transactions and financial management principles.
  • Ability to interact effectively with a broad range of individuals and negotiate with specialists in accounting and legal professions.
