About the position

Join the HJF Team! HJF is seeking International Programs Officer who will lead the development, establishment, and implementation of the USU International Programs Office in the Office of the Vice President for External Affairs in support of the University's broader objectives. This role plays a critical part in ensuring effective management of international partnerships and alignment with strategic goals. This position will be in support of the Office of the Vice President for External Affairs. The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.

Responsibilities

  • Develops organizational constructs and operational plans for USU International Programs and security cooperation efforts.
  • Coordinates resource requirements and program delivery across the USU community.
  • Establishes and maintains the International Student Management Section to support security cooperation objectives, student services, and engagement initiatives.
  • Assesses and supports the integration of the Defense Institute of Medical Operations (DIMO) within USU, aligning its mission with USU centers and external stakeholders.
  • Evaluates organizational structures, funding streams, and program scope to ensure effective operations.
  • Administers USU's international education and training initiatives, aligning them with Military Article and Services List (MASL) requirements and International Military Education and Training (IMET) programs.
  • Facilitates bilateral and multilateral partnerships with international counterparts through agreements, exchanges, and other arrangements.
  • Participates in forums and meetings related to security cooperation and international education, ensuring alignment with Department of Defense and Combatant Command priorities.
  • Identifies and advances opportunities for collaboration and international engagement to support USU's strategic goals.
  • Coordinates international student activities, including enrollment, rotations, training, and fellowships in coordination with academic departments.
  • Develops timelines, guidance and procedures for international student participation, ensuring compliance with Department of Defense policies.
  • Designs and delivers preparatory and field study programs to support international students' integration and educational success.
  • Assists students and their families with various administrative and logistical needs, ensuring a seamless transition to USU.
  • Collects, processes, and analyzes data related to the International Students and Military Operations (ISMO) program, ensuring data accuracy and utility.
  • Conducts assessments to evaluate program effectiveness, track trends, and inform decision-making.
  • Maintains records of international engagements and synthesizes information to provide updates for leadership and stakeholders.
  • Coordinates complex projects and initiatives that advance international programs and partnerships.
  • Ensures alignment of all international activities with USU's institutional priorities and strategic goals.
  • Direct Supervisor: Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities.

Requirements

  • Master's Degree required in education (Med) preferred, or MPH with CHES or other education and/or health science related degree.
  • Doctoral degree in education or EEd preferred, or other education or disaster medicine or public health related degree preferred.
  • 9-10 years experience required.
  • Comprehensive knowledge of international education, training programs, and security cooperation, including Military Article and Services List (MASL) and International Military Education and Training (IMET) frameworks.
  • Expertise in organizational design and operational planning, with the ability to coordinate resources and manage complex initiatives within academic and defense institutions.
  • Strong understanding of Department of Defense priorities, Combatant Command objectives, and policies for bilateral and multilateral partnerships.
  • Proficiency in data collection, analysis, and reporting to evaluate program effectiveness, track trends, and inform decision-making.
  • Knowledge of international student management systems, including policies and procedures for enrollment, rotations, and compliance.
  • Strategic planning skills necessary to align international programs with organizational goals.
  • Ability to build and maintain relationships with international counterparts and diverse stakeholders.
  • Project management capabilities for planning, tracking, and executing initiatives to ensure successful and timely outcomes.
  • Analytical thinking to assess program scope, funding streams, and overall effectiveness, using data-driven insights for continuous improvement.
  • Cross-cultural communication skills for engaging global partners and addressing international student needs effectively.
  • Adaptability to manage evolving priorities and institutional requirements, while ensuring compliance with Department of Defense policies on security cooperation and international education.
  • Strong oversight skills to ensure the efficiency of international initiatives while maintaining stakeholder satisfaction and adherence to mission objectives.
  • Collaborative abilities to work with internal and external teams, including academic departments, international organizations, and Department of Defense representatives.
