About the position

The International Trade Compliance Program Manager at Johns Hopkins University Applied Physics Laboratory (APL) is responsible for overseeing trade licensing and compliance related to ITAR and EAR regulations. This role involves managing classification and jurisdiction of program hardware, software, technical data, and services, ensuring compliance with export/import regulations, and providing guidance to mission areas on trade compliance matters. The position serves as a subject matter expert and first point of contact for trade licensing support, actively engaging with program management and project teams to facilitate compliance and training.

Responsibilities

  • Manage and assess classification and jurisdiction of program hardware, software, technical data, and services under ITAR, EAR, and Customs Regulations.
  • Review program and project proposals and contracts to determine licensing and compliance requirements.
  • Recommend import/export contract clauses to facilitate the use of ITAR and EAR exemptions.
  • Train program management and project technical staff on the State and Commerce Departments Order of Review process.
  • Act as a business partner with Program Management and Mission Area leadership.
  • Provide expert analysis of governmental export/import regulations and their interrelationships with specific activities.
  • Prepare, implement, and modify export license applications and agreements to support program execution.
  • Ensure compliance with terms and conditions of approved export/import authorizations.

Requirements

  • At least 5 years of relevant experience with ITAR and EAR regulations.
  • Working knowledge of DECCs and SNAP-R licensing systems.
  • Strong organizational skills and proficiency with MS Office and Adobe Acrobat.
  • Bachelor's degree in a relevant field or equivalent experience.
  • Excellent verbal and written communication skills.
  • Ability to obtain an interim Secret level security clearance and ultimately a Top Secret clearance.

Nice-to-haves

  • Master's degree in a relevant field.
  • At least 6 years of experience as an export coordinator with ITAR and EAR experience.
  • Knowledge of the OCR EASE import/export integrated database management system.
  • Experience in research and development in a government contracting setting.
  • Qualification or ability to become qualified as an Empowered Official.
  • Active Top Secret level clearance.
