About the position

The International Trade Licensing and Compliance Program Management Lead at APL is responsible for managing and assessing classification and jurisdiction related to ITAR and EAR licensing and compliance. This role involves guiding mission areas, reviewing project proposals, and ensuring compliance with export/import regulations. The Lead will act as a subject matter expert, providing training and support to program management and technical staff, while also engaging with mission area leadership to facilitate trade compliance needs.

Responsibilities

  • Manage and assess classification and jurisdiction of program hardware, software, technical data, and services under ITAR, EAR, and Customs Regulations.
  • Review program and project proposals and contracts to determine licensing and compliance requirements.
  • Recommend import/export contract clauses to facilitate the use of ITAR and EAR exemptions.
  • Act as the first point of contact for trade licensing and compliance support for mission areas.
  • Provide training and guidance on import/export forms and record-keeping requirements.
  • Prepare, implement, and modify export license applications and agreements.
  • Research and interpret complex government regulations such as ITAR and EAR.
  • Engage as a business partner with Program Management and Mission Area leadership.

Requirements

  • At least 5 years of relevant experience with ITAR and EAR regulations.
  • Working knowledge of DECCs and SNAP-R licensing systems.
  • Strong organizational skills and proficiency with MS Office and Adobe Acrobat.
  • Bachelor's degree in a relevant field or equivalent experience.
  • Excellent verbal and written communication skills.
  • Ability to obtain an interim Secret level security clearance.

Nice-to-haves

  • Master's degree in a relevant field.
  • At least 6 years of experience as an export coordinator with ITAR and EAR experience.
  • Knowledge of OCR EASE import/export integrated database management system.
  • Experience in research and development in a government contracting setting.
  • Qualification or ability to become qualified as an Empowered Official.
  • Active Top Secret level clearance.
