Director of Human Resources

Summary
Reporting to the CEO, the Director of Human Resources fulfills a hands-on role as the department leader, who is responsible for planning, leading, directing, developing and coordinating the policies, activities and staff of the Human Resources (HR) department, ensuring implementation of the agencies mission and talent strategy while maintaining legal compliance. The Director of HR will look to continuously improve all HR processes, procedure and systems eliminating redundancy and manual processes to increase overall efficiencies with the HR team.
Duties and Responsibilities
* Develops and implements personnel policies and procedures. Develops policy and coordinates human resources activities, such as employment, compensation, labor relations, benefits, training, and employee services.
* Annually reviews and makes recommendations to Executive Management for improvement of agency's policies, procedures, and practices as they relate to personnel matters.
* Communicates changes in agency personnel policies and procedures and ensures compliance.
* Maintains knowledge of industry trends, including federal and state employment legislation, and ensures agency's compliance.
* Coordinates the annual performance evaluation process.
* Prepares and administers the wage and salary program.
* Recommends, evaluates, and participates in agency-wide staff development opportunities.
* Develops and maintains human resources systems that meet organizational personnel information needs.
* Develops and maintains Affirmative Action program; files EEO-1 annually; maintains other records, reports, and logs to conform to EEO regulations.
* Serves as liaison with outside legal counsel and Executive Director pertaining to H.R. matters. Consults with legal counsel as appropriate, and/or as directed by the E.D. on personnel matters.
* Works directly with component supervisors and directors to advise them in appropriate personnel matters for resolution of employee relations issues.
* Arranges for recruitment of applicants through job announcements, classified advertising, school papers, etc.
* Oversees applicant testing and pre-employment clearances.
* Aides in the selection and interview process for all management positions and as needed.
* Ensures appropriate classification of exempt vs. non-exempt and consultant vs. employee statuses.
* Plans and conducts new employee orientations to foster positive attitude toward company goals.
* Updates and maintains agency job descriptions in collaboration with component managers.
* Manages the exit interview process to determine reasons behind separation; compiles associated reports for management.
* In the case of a work-related injury, follows procedures in processing employee claim form, employer report form and all subsequent paperwork involving the injury, keeping in compliance with Workers Comp carrier and OSHA reporting standards. Maintains OSHA Log and prepares and posts yearly report.
* Facilitates the annual Workers' Compensation Audit. Verifies wages for off site employees' Waiver of Subrogation as required by contracts.
* Administers Employee Benefits including life, medical, dental, and vision insurances, a 403(b) retirement plan, FSAs, vacation, leaves of absence, and employee assistance.
* Maintains maximum confidentiality in conducting all human resources functions.
* Manages Quarterly Unemployment Wage report.
* Oversees all agency insurance policies, requests certificates of insurance, etc. Works well with outside brokers, carriers, and vendors during the renewal process for workers compensation, general and professional liability policies and unemployment trust.
* Supervises the staff of the HR Department.
* Ensures HR department receives professional development opportunities
* Chairs the Safety Committee.
* Performs other miscellaneous duties as assigned.
Qualifications/Requirements
* Master's Degree in Human Resources or equivalent, plus seven or more years of directly related experience; or equivalent combination of education and experience. PHR or SPHR preferred.
* Knowledge in and proven experience implementing HRIS systems from the ground up.
* Excellent organizational, interpersonal, written and verbal communication skills.
* Ensures the agency is living our values regarding our DEI initiatives.

* Excellent organizational skills and attention to detail.
* Ability to prioritize tasks and delegate when appropriate.
* Skilled at communicating and negotiating with external parties and internal management including influencing senior leaders regarding matters of significance to the organization.
* Considerable knowledge of principles and practices of human resources management, personnel administration and benefit administration as well as the protocols and standard practices that pertain to assigned functional areas.
* Thorough understanding of federal and state legislation pertaining to all personnel and employment matters.

Compensation and Benefits
* Salary range - $100,000 - $110,000 DOE

Work Environment/Physical Demands
Work is performed primarily in a standard office environment. Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amount of weight (up to 15 lbs.); to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer.
Work Schedule
Exempt, Full-time, 40 hours a week- Monday - Friday- 3 days in-office, 2 days remote (may include evenings and weekends).
Oceanside and Vista offices.
