The Investigative Management Analyst/Fraud Detection Analyst/Body Worn Camera Coordinator position within the Internal Revenue Service (IRS) is a critical role in the Criminal Investigation Division (CID). This position is designed for individuals who will serve as the focal point of expertise in the Body Worn Camera (BWC) program area, specifically within Digital Forensics and Field Office locations. The incumbent will be responsible for formulating and drafting policies related to the BWC program, preparing specialized reports such as the Business Performance Review (BPR) and Annual Business Plan (ABP), and writing directives and memoranda for national distribution. Additionally, the role involves developing technical and procedural guidelines for publication in the Internal Revenue Manual (IRM) and the Law Enforcement Manual (LEM). The incumbent will evaluate the effectiveness of the Service/CI in accomplishing its overall mission, strategies, priorities, and goals by conducting independent studies and research, utilizing data from various sources. This includes the development and evaluation of CI strategies, operational priorities, and goals, as well as the preparation of action plans, schedules, budget submissions, staffing models, reports, and statistical summaries. The role requires the ability to identify trends, draw conclusions, and make recommendations to management regarding operations. As a liaison between CI and managers and executives of other agencies, the incumbent will represent the Service as a subject matter expert on the assigned program. This involves resolving conflicts or complications with other agencies that may adversely affect the accomplishment of CI's strategic goals and priorities. The BWCC will also review video footage captured to assess agents' law enforcement performance, ensuring that practices are consistent with policy and approved enforcement plans. Knowledge of Use of Force techniques and related investigative policies will be essential in identifying and assessing training, tactical, or operational safety issues, which will be communicated to field office senior management for potential remediation.
