The Criminal Investigation Division (CID) is a critical component of the Internal Revenue Service (IRS) that focuses on enforcing federal tax laws and investigating criminal violations related to tax fraud and other financial crimes. The Body Worn Camera Coordinator (BWCC) position is integral to this mission, operating within the Digital Forensics and Field Office locations. The BWCC serves as a subject matter expert, responsible for formulating and drafting policies related to the program, preparing specialized reports such as the Business Performance Review (BPR) and Annual Business Plan (ABP), and writing directives and memoranda for national distribution. This role also involves developing technical and procedural guidelines for publication in the Internal Revenue Manual (IRM) and the Law Enforcement Manual (LEM). In this position, the incumbent evaluates the effectiveness of the Service/CI in accomplishing its overall mission, strategies, priorities, and goals by conducting independent studies and research, utilizing data from various sources. The BWCC is involved in the development and evaluation of CI strategies, operational priorities, and goals, and is responsible for preparing action plans, schedules, budget submissions, staffing models, reports, and statistical summaries. This role requires collaboration with executives and senior managers to address strategy and planning issues, resolve conflicts, and foster cooperation to achieve mutual goals. Additionally, the BWCC reviews video footage captured by body-worn cameras to assess agents' law enforcement performance, ensuring that practices align with policy and approved enforcement plans. The BWCC utilizes knowledge of Use of Force techniques and related investigative policies to identify training and operational safety issues, raising these concerns to field office senior management and partnering with them to recommend potential remediations.
