About the position

The Investigative Management Analyst/Fraud Detection Analyst/Body Worn Camera Coordinator position within the Internal Revenue Service (IRS) is a critical role in the Criminal Investigation Division. This position is designed for individuals who are adept at formulating and drafting policies related to the program area, preparing specialized reports such as the Business Performance Review (BPR) and Annual Business Plan (ABP), and writing directives and memoranda for national distribution. The incumbent will also develop technical and procedural guidelines for publication in the Internal Revenue Manual (IRM) and the Law Enforcement Manual (LEM). In this role, the analyst will evaluate the effectiveness of the Service/Criminal Investigation (CI) in accomplishing its overall mission, strategies, priorities, and goals. This will involve conducting independent studies and research, utilizing data from various sources, and being involved in the development and evaluation of CI strategies, operational priorities, and goals. The analyst will be responsible for preparing action plans, schedules, short- and long-term analyses, budget submissions, staffing models, reports, statistical summaries, and other pertinent information to identify trends, draw conclusions, and make recommendations to management on operations. The position requires the analyst to meet with executives and senior managers of the Service on strategy and planning issues, accommodating different points of view, resolving conflicts, fostering consensus, enhancing cooperation, and facilitating the achievement of mutual goals. As a liaison between CI and managers and executives of other agencies affected by CI programs, the incumbent will represent the Service as a subject matter expert, working to resolve conflicts or complications that may adversely affect CI's strategic goals and priorities. Additionally, the Body Worn Camera Coordinator (BWCC) will review video footage captured to assess agents' law enforcement performance, ensuring that practices are consistent with policy and approved enforcement plans. The BWCC will utilize knowledge of Use of Force techniques and related investigative policies to identify and assess training, tactical, or operational safety issues, raising concerns to field office senior management and partnering with them to recommend potential remediations to identified issues.

Responsibilities

Requirements

  • Must be a U.S. Citizen or National and provide proof of U.S. Citizenship.
  • Specialized experience at the GS-12 level includes experience using Federal tax law and/or tax codes, managing program operations, analyzing policy questions, and using automated systems for research.
  • Specialized experience at the GS-13 level includes similar requirements as GS-12 but at a higher level of responsibility.
  • Specialized experience at the GS-14 level includes similar requirements as GS-13 but at an even higher level of responsibility.

Nice-to-haves
