About the position

The Investments and General Accounting Manager at the University of California Office of the President (UCOP) plays a pivotal role in overseeing centralized accounting and financial reporting for endowment funds, campus foundations, and other UC affiliated organizations. This position is responsible for managing the investment and endowment system administration, general accounting transactions, endowment record keeping, and the planned giving portfolio. The unit manages a substantial investment pools portfolio exceeding $40 billion, which includes the General Endowment Pool, Short Term Investment Pool, and Total Return Investment Pool. The manager will also oversee the accounting and recording of investment activity for the University of California Retirement Plan (UCRP) and the University of California Retirement Savings Plan (UCRSP). Reporting directly to the Associate Controller, the Accounting Manager will lead a team of accountants and ensure the accuracy and compliance of accounting records for UCOP. The role involves directing and monitoring staff to complete assignments related to the University's endowment and investments portfolio and general accounting activities. This includes overseeing the monthly and annual fiscal closing operations, assisting internal and external auditors, and developing accounting and reporting policies in response to governmental standards. The manager will also provide specialized accounting assistance to campuses and other UCOP departments, manage the state educational appropriations claims process, and analyze agreements to provide necessary accounting instructions. Additionally, the manager will participate in the maintenance and enhancement of the endowment and investment accounting system, ensuring that it meets the reporting needs of the University. The position requires strong leadership skills, as the manager will be responsible for recruiting, retaining, and evaluating staff, setting priorities, and developing training opportunities to enhance the effectiveness of the unit. The manager will also lead projects with systemwide impact, coordinating efforts among different units to advance the vision of the AVP/Systemwide Controller.

Responsibilities

  • Direct and monitor staff to complete assignments related to the University's endowment and investments portfolio and general accounting activities.
  • Oversee the participant accounting for the University's investment pools and separately managed assets portfolio of over $160 billion.
  • Establish accounting procedures for areas other than capital assets and debt for the entire University of California system.
  • Provide specialized accounting assistance and coordination to campuses and other UCOP departments on endowments, investments, and general accounting related issues.
  • Establish and recommend changes to accounting and reporting policy and procedures in response to Governmental Accounting Standards Board (GASB) and other external and internal requirements.
  • Provide leadership, oversight, and mentorship to a team of high-level professionals.
  • Lead and participate in the maintenance, testing, and implementation of enhancements and modifications of the endowment and investment accounting system and general ledgers for UCOP.
  • Coordinate annual fiscal closing operations with other systemwide departments and campuses.

Requirements

  • Minimum 8 years of accounting operations and leadership experience required.
  • Bachelor's degree or higher in accounting, finance or related area and eight or more years of progressively responsible experience in accounting and financial analysis or equivalent combination of education and experience.
  • Certified Public Accountant (CPA).
  • Broad knowledge of financial transactions and systems, as well as related policy, accounting, and regulatory compliance requirements.
  • Thorough interpersonal skills and ability to work effectively across the organization at all levels.
  • Strong skills using common desktop/web applications.
  • Proven ability to multi-task effectively in a varied, high-volume environment; sound judgment and decision-making skills; and reasoning ability to develop original ideas to solve problems.
  • Strong verbal and written communication skills.
  • Proven ability to lead and develop a team.
