About the position

The IT Advanced Project Manager position at Minnesota IT Services (MNIT) is a full-time role focused on managing complex information technology projects within the Department of Employment and Economic Development (DEED). This position is critical in supporting the launch of a new Paid Leave program set to begin in 2026, which will provide paid time off for various personal and family health needs. The role involves acting as a scrum master and project manager, guiding the business through the successful implementation of software product solutions using Agile methodologies. The incumbent will be responsible for project initiation, planning, execution, control, and closure, ensuring adherence to industry best practices as outlined in the Project Management Body of Knowledge (PMBOK). The position requires a strong focus on quality and consistency across multiple projects, utilizing effective project management controls such as scheduling, scope and risk management, status reporting, and change control. In addition to project management duties, the IT Advanced Project Manager will facilitate communication and collaboration among diverse teams, ensuring that all stakeholders are aligned and informed throughout the project lifecycle. The role also includes mentoring team members, promoting team accomplishments, and resolving conflicts that may arise. The successful candidate will work closely with product owners and other stakeholders to drive product development and ensure that the solutions delivered meet the needs of the business and the community. This position is eligible for full-time telework, allowing for flexibility in work location while still requiring occasional in-office presence based on business needs. Candidates must be located in Minnesota or bordering states to qualify for telework eligibility. Responsibilities

  • Act as a scrum master and project manager for the Paid Leave program implementation.
  • Manage the development, enhancement, or retirement of complex IT solutions and services.
  • Ensure quality and consistency across multiple projects using project management best practices.
  • Facilitate communication and collaboration among diverse teams and stakeholders.
  • Deliver effective verbal and written communication to ensure mutual understanding.
  • Utilize project planning, scheduling, scope and risk management, and change control processes.
  • Mentor and develop team members, promoting team accomplishments and resolving conflicts.

Requirements

  • Minimum of four (4) years of experience in IT project management functions.
  • Experience managing all aspects of the design, development, and implementation of IT projects.
  • Ability to deliver effective verbal or written messages that facilitate mutual understanding.
  • Strong customer service skills, including active listening, empathy, and problem-solving.
  • A master's degree in Information Technology or an IT-related field substitutes for three (3) years of experience.
  • An IT-related bachelor's degree substitutes for two (2) years of experience.
  • An IT-related associate's degree substitutes for one (1) year of experience.

Nice-to-haves

  • Experience working as a scrum master with Agile methodology, scrum ceremonies, and Kanban.
  • Experience with Product Management and interfacing with a Product Owner.
  • Ability to facilitate group discussions that drive decision-making.
  • Experience with IT procurement processes, including creating procurement documents and implementing COTS or SaaS solutions.
