About the position

The County of Riverside's Treasurer-Tax Collector is seeking a skilled IT Application Developer to join our Information Services Application Support team. This position is crucial for the development and maintenance of office-wide applications within the Treasurer-Tax Collector's Department. The role requires a high degree of independence, as the ideal candidate will be expected to work with minimal supervision. The primary responsibilities include developing new web-based applications and interfaces using the latest industry standards, languages, and environments. The successful candidate will participate in the development of proposed property tax system solutions, maintain and enhance existing applications, and ensure that processing is both efficient and cost-effective. Candidates with a solid understanding of property tax systems, experience in application maintenance and enhancement, and the ability to estimate costs for development projects are highly encouraged to apply. Additionally, the role requires skills in assessing the impact of new modules, components, and vendor upgrades on existing applications. The Riverside County Treasurer-Tax Collector is responsible for the billing and collection of property taxes, as well as the receiving, processing, investing, and safeguarding of public funds, as mandated by California state laws.

Responsibilities

  • Develop new web-based applications and interfaces using the most current industry standards, languages, and environments.
  • Participate in the development of proposed property tax system solutions.
  • Maintain and enhance existing applications to meet business needs and enable more efficient and cost-effective processing.
  • Coordinate version/change control processes and procedures.
  • Research new technology and determine the best products for web applications.
  • Participate in cost estimating for computer systems development and/or enhancements for applications.
  • Determine the potential impact of new modules, components, and/or vendor upgrades on applications throughout the department.
  • Prepare documentation for programs and procedures, including the creation of end user manuals and training plans.
  • Perform review, monitor, validate and implement test cases for applications.
  • Troubleshoot system issues and make recommendations for solutions.
  • May provide training and delegate tasks to subordinate staff.
  • Provide subject matter expertise in support of system and policy changes; act as a liaison to external vendors.
  • Develop and maintain Microsoft SharePoint solutions.
  • Generate, develop, and modify reports for management and stakeholders; write reports and queries when needed.

Requirements

  • Completion of 30 semester or 45 quarter units from an accredited college or university, preferably with coursework in computer science, computer information systems, data processing, or related fields.
  • Experience in developing web-based applications and interfaces.
  • Understanding of property tax systems and their functionalities.
  • Ability to maintain and enhance existing applications effectively.
  • Skills in cost estimation for development projects.
  • Experience in assessing the impact of new modules and vendor upgrades.

Nice-to-haves

  • Experience with Microsoft SharePoint solutions.
  • Familiarity with report generation and query writing for management and stakeholders.
