About the position

The IT Applications Training and Support Specialist plays a crucial role in enhancing the effectiveness and efficiency of technology use within the County by providing comprehensive training on various software applications and technology systems. This position is responsible for designing and delivering a variety of training methods tailored to meet the needs of County staff. The specialist will conduct a thorough technology needs and skills gap analysis to identify training requirements and develop appropriate solutions that align with the County's objectives. In addition to developing training curricula, the specialist will maintain and periodically update training content to ensure it remains relevant and effective. Training sessions will be conducted both in-person and online, catering to the diverse needs of the staff. The specialist will also create technical documentation and online resources to facilitate self-guided learning, ensuring that all training materials are accessible and user-friendly. Evaluating the effectiveness of each training session is essential, as is maintaining accurate records of participants' training progress in the County's learning management system. Collaboration with department managers is key to identifying specific technology training needs, allowing the specialist to develop targeted training programs. The role also involves providing advanced application support to staff across all County departments, troubleshooting issues, and determining whether problems stem from user errors or technical bugs. The specialist will work closely with IT support staff to resolve these issues and ensure that all training aligns with County policies and procedures. Overall, this position requires a proactive approach to training and support, with a strong emphasis on continuous improvement and adaptation to new technologies. The specialist will also maintain operational awareness of security issues and prescribed practices relevant to the position, ensuring that all training adheres to the highest standards of security and compliance.

Responsibilities

  • Conduct a technology needs and skills gap analysis for the County and develop appropriate technology-related training solutions.
  • Utilize needs analysis results to research, evaluate, develop, and deliver technology-related training recommendations for IT management approval.
  • Make recommendations for best practices related to technology training.
  • Develop comprehensive technology-related training curricula and incorporate best practices.
  • Develop, maintain, and periodically update technology training content to support curricula.
  • Conduct technology-related training in-person and online.
  • Design technical training documentation, manuals, and online resources for easy reference and self-guided learning.
  • Evaluate the effectiveness of each training session.
  • Maintain participant's technology-related training records in the County's learning management system.
  • Meet with County department managers to identify department specific technology training needs.
  • Develop targeted technology trainings based on requesting departments' needs and availability.
  • Develop role-specific training on tools and programs that departments use for daily business.
  • Develop and build on-demand technology-related training in the county learning management system.
  • Assist training staff in other departments on the use of the county learning management system.
  • Support department staff in application use, including advanced use of applications.
  • Perform testing on issues to determine the root cause of issues and submit technical issues to IT support staff or work with staff to resolve user errors.
  • Work with departments and IT staff to build testing plans to validate functionality during upgrades.
  • Collaborate with County subject matter experts to gather and validate technology-related training content and materials.
  • Provide training and support to employees who require additional guidance or assistance in IT-related areas.
  • Maintain knowledge of County policies and procedures and apply them to training curriculum as they relate to the usage of County technology.

Requirements

  • Bachelor's degree in computer science, business management, education, or related field.
  • Two (2) years' experience in developing and delivering technical training programs, software application support, application training, or business analysis.
  • Valid driver's license and satisfactory driving record in accordance with County policy.
  • Certification in relevant IT areas, such as Microsoft Certified Trainer (MCT), Certified Training and Development Professional (CTDP), or CompTIA A+, is preferred.

Nice-to-haves
