The IT Business Analyst II position within the Office of the State Engineer (OSE) and the Interstate Stream Commission (ISC) is a critical role that supports the agency in managing New Mexico's water resources. The OSE is responsible for the supervision, measurement, appropriation, and distribution of surface and groundwater, while the ISC focuses on the investigation, protection, conservation, and development of these resources. This position is situated within the Information Technology Systems Bureau (ITSB), which plays a vital role in ensuring that the agency's IT systems effectively support its mission. As an IT Business Analyst II, the primary responsibility is to provide support in conducting testing and quality assurance tasks. This includes the development and approval of test and use cases, organizing agency testing teams, validating vendor and in-house testing results, and certifying operational readiness. The Business Analyst will also be responsible for status reporting and delivering training on the testing process to ensure consistency across the organization. This role requires the development of clear systems requirements documentation to support customer requests for new systems or modifications to existing systems. The Business Analyst II will collaborate with IT Applications Development and GIS team members in an agile scrum environment to analyze business processes, define requirements, and create business cases for complex technology developments. This involves proposing appropriate IT solutions that align with departmental goals and ensuring that adopted technology strategies continue to support these objectives. The position also entails interviewing employees and customers to analyze policies and operational methods, participating in user acceptance testing, developing test plans, and contributing to the continuous quality improvement of internal systems and solution delivery processes. The ideal candidate will possess a blend of information technology and business administration experience, with strong communication skills to gather and document requirements effectively.
