The Information Technology and Records Management (ITRM) area of the Human Services and Public Health (HSPH) department is seeking an Information Technology (IT) Business Analyst II to join the SharePoint & Power Platform team to research and develop innovative solutions for use by HSPH department staff and Hennepin County residents. The ITRM area supports, develops, and maintains IT solutions that augment technology provided by the state of Minnesota and the Hennepin County IT department with a focus on application development. This position is hybrid and will be performed primarily remote and at Hennepin County locations as job duties require. Work hours will be 8 a.m. to 5 p.m., Monday through Friday, with flexibility. While this position is designated as hybrid, based on current requirements hires reside in or relocate to Minnesota or Wisconsin. New Employee Orientation (NEO) for all new benefit-earning employees is in-person in downtown Minneapolis. Details about NEO will be provided upon hire.

  • Participate in requirements elicitation, prioritization, project planning, effort estimating, daily sprint reviews, planning meetings, agile scrum events, refining work prior to sprints, and other events related to solutions development.
  • Participate in analysis, design, and development of applications including design, testing, debugging, and documentation.
  • Assist with preparation and facilitation of meetings, working sessions, and presentations with a variety of audiences and stakeholders.
  • Assist with creating artifacts including story maps, product backlog items, process modelling, data flows, analytics, and solution documentation.
  • Work with SharePoint site owners to design, build, and update SharePoint solutions across the Hennepin County SharePoint ecosystem.
  • Assist business partners to improve accessibility, security, design compliance, and content management.
  • Participate in paired programming/collaborative work in multiple development environments.
  • Four years or more of information technology experience.
  • Two-year college/vocational technical degree in a technology field and two years or more of information technology experience.
  • An approved information technology certificate or completion of five college/vocational technical technology courses and two years or more of information technology experience.
  • Completion of an approved IT Hennepin County internship and two years or more of information technology experience.
  • Bachelor's degree or higher in a technology field and one year or more of information technology experience.
  • Experience working with Agile Scrum methodology, writing user stories, story mapping, and backlog refinement.
  • Facilitating, eliciting, and developing technical and business requirements with stakeholders.
  • Working with Microsoft M365 tools.
  • Building SharePoint pages, sites, lists, libraries, or a combination of these tools.
  • Building tools using Microsoft's Power Automate, Power Apps, and Dataverse.
  • Certification in PL-100: Power Platform App Maker Associate or PL - 900 Power Platform Fundamentals.
