About the position

The IT Business Analyst & SQA Tester (Journey) position is a remote role within the Public Health Laboratory IT Services (PHLITS) team at the Washington State Department of Health. This role is crucial for supporting the department's mission to enhance public health through effective IT solutions, particularly in the context of COVID-19 recovery efforts. The position involves applying business analysis and software quality assurance testing skills to ensure the successful implementation and management of essential systems, while also mentoring other analysts and contributing to the overall goals of the agency.

Responsibilities

  • Collaborate with stakeholders and technical teams to gather, define, and document business and technical requirements for software systems.
  • Lead workshops and consultations to elicit requirements, ensuring they are clear, accurate, and easily traceable.
  • Provide initial cost estimates for projects, refining them as requirements evolve, to support budget planning.
  • Develop and execute test plans and cases, ensuring software meets business and technical specifications. Document testing results and manage defect tracking.
  • Coordinate system updates and maintenance, collaborating with cross-functional teams to implement new technology and resolve issues.
  • Identify potential IT risks and recommend solutions to improve system performance and data quality.
  • Work closely with IT and business staff throughout the project lifecycle to ensure smooth communication and successful implementation of technology solutions.

Requirements

  • Eight (8) years of professional experience in business analysis, testing, or systems development, including four (4) years as a business analyst and two (2) years as a Software Analyst, Quality Assurance Tester, or Software Developer.
  • An Associate's degree or higher and six (6) years of professional experience in business analysis, testing, or systems development.
  • A Bachelor's degree and four (4) years of professional experience in business analysis, testing, or systems development.
  • Two (2) years of professional experience in a Business Analyst role or similar position supporting the software development process.
  • One (1) year of experience in Software Testing.
  • Experience preparing documentation including internal technical documents, system diagrams, use cases, test cases, and user documentation.

Nice-to-haves

  • Bachelor's degree in IT or a closely related field such as Computer Science or Management Information Systems.
  • Experience working with Agile or other iterative development methodologies.
  • Two (2) years of experience with SQL Management Studio tools or equivalent.
  • Two (2) years of Software Testing experience.
  • One (1) year of software training experience.
  • Professional Certifications in Business Analysis.
  • Experience with Lean practices.
