About the position

The IT Business Office Manager at NCDIT is responsible for providing leadership and expert procurement knowledge to the Business Relations Management and Customer Service (BRMCS) IT Business Office. This role oversees multiple business components and is tasked with developing procurement processes, procedures, and systems to ensure successful business operations. The manager will supervise staff involved in contract administration, purchasing, budgeting, and accounting activities for all IT operations at NCDOT, while ensuring compliance with state laws and regulations.

Responsibilities

  • Manage and ensure IT procurement policies and strategies are met to optimize technology investments.
  • Oversee the procurement process from requisition to delivery, providing expert knowledge and guidance through the quote/bid process.
  • Review specifications, evaluate quotes/bids, and make recommendations for awards in accordance with State of North Carolina laws, rules, and regulations.
  • Develop and maintain policies and procedures for the DIT-Transportation BRMCS Information Technology Business Office.
  • Keep informed of changes in commercial markets, especially regarding new technology commodities and services.
  • Track and review orders, ensuring modifications and approvals are completed timely and accurately.

Requirements

  • Experience with procedures and/or regulations of the State of NC for procurement and/or purchasing.
  • Experience developing, editing, reviewing, and/or revising IFBs, RFQs, and/or RFPs.
  • Experience in contract negotiation and awards.
  • Bachelor's degree in business from an accredited institution and five years of progressive procurement experience, including one year of supervisory experience.

Nice-to-haves

  • Experience with SAP finance, Ariba, and procurement policies and procedures.
  • Professional demeanor and ability to establish rapport and work well with others.
  • Experience with Microsoft Office Suite.
