About the position

The County of Riverside RUHS - Department of Public Health is seeking an IT Supervising Business Systems Analyst (IT Supv BSA) to oversee the IT Business Solutions branch. This role involves full supervisory responsibilities, including coordinating and evaluating staff work, participating in employee selection, and managing performance issues. The IT Supv BSA will primarily focus on supervising the development and implementation of IT system solutions to meet business needs, with a strong emphasis on IT Project Portfolio management and application support.

Responsibilities

• Supervise, assign, review, and evaluate the work of staff performing IT-related tasks.
• Conduct systems analysis and design of business processes, evaluating current and proposed information flows.
• Develop and document user requirements based on end-user input for systems and applications.
• Select and recommend software or hardware based on systems analysis and vendor evaluation.
• Create requests for proposal (RFPs) and evaluate proposal submissions.
• Implement new and modified processes and systems, including design and application development.
• Modify software and customize business applications and interfaces.
• Coordinate and communicate with end users, management, staff, and vendors on project issues and status.
• Develop project work plans and schedules, monitoring resources including staff time and finances.

Requirements

• Strong experience in IT Project Portfolio management.
• Supervisory or lead experience over IT professionals.
• Experience working with high-level executives and stakeholders.
• Proven experience as an IT project manager managing complex IT projects using Lean/Agile and/or PMI methodology.
• Experience with EHR programs is highly preferred.

Nice-to-haves

• Experience in developing and implementing information technology system solutions.
• Knowledge of cost/benefit analysis for technology solutions.
