About the position

The IT Capital Planning Project Manager at Evoke Research and Consulting will oversee IT planning, budget management, and governance for federal agencies. This role involves supporting the Chief Information Officer (CIO) organization in managing the agency's IT portfolio, ensuring compliance with regulations, and implementing best practices in capital planning and investment management. The position requires collaboration with federal clients and project managers to enhance project portfolios and facilitate data-driven decision-making.

Responsibilities

  • Provide IT Planning, Budget, Reporting, and Analysis support to the CIO Organization.
  • Support the management of the Agency's IT portfolio, ensuring alignment with mission requirements.
  • Review annual IT Budget Capital Planning Guidance for compliance with regulations and policies.
  • Support Enterprise Portfolio Management and Investment Review Board processes.
  • Interface with federal clients and project managers to assess and improve project portfolios.
  • Design and implement predictive analytics for portfolio management.
  • Develop customized portfolio management artifacts and analytic tools.
  • Support planning and monitoring of IT investments across the organization.
  • Perform duties associated with CPIC/TBM processes for budget preparation and execution.
  • Assist in the development of best practices for EVM approaches in project management.
  • Support the evolution of portfolio management processes to incorporate Agile methodologies.
  • Design data collection strategies to minimize administrative burden.
  • Support the rollout of TBM and its integration with CPIC processes.
  • Deliver CPIC, TBM, budget analytics, and governance tools.
  • Provide technical reviews of Acquisition Approval Requests (AARs).
  • Support user training and system testing for AAR processes.
  • Assist in developing supporting artifacts for IITGF quality reviews.
  • Prioritize agency development projects to enhance IT project success.
  • Document and implement CPIC phases and related processes.
  • Develop and provide IITGF training and Quality Assurance Program.

Requirements

  • USDA experience preferred.
  • Ability to prioritize and multitask in a fast-paced environment.
  • Experience with AgMax.
  • Experience in SDLC Methodologies, Agile, SCRUM, and Waterfall.
  • Excellent leadership, communication, and interpersonal skills.
  • Self-motivated and decisive, with adaptability to change.
  • Proficient in MS Suite: Project, Excel, Word, PowerPoint, and Visio.
  • Experience in leading projects to on-time, on-schedule, and within-budget completion.
  • Experience managing various project team sizes and holding teams accountable for performance.
  • Strong presentation skills to executive sponsors and diverse audiences.
  • Ability to influence and gain buy-in from stakeholders and peers.
  • Experience working independently and collaboratively in teams.
  • Flexible with strong analytical and problem-solving capabilities.
  • Adept at conducting research into project-related issues and products.
  • Must be able to learn and apply new technologies.
