About the position

The IT Contracts and Project Specialist will serve as a Contracting Officer Representative (COR) for the FMCSA's Office of the Chief Technology Officer (OCTO). This role is responsible for providing expertise in contract administration and project management for IT projects, ensuring project success through the application of contract management standards and best practices. The specialist will collaborate with business offices and project managers in the initiation, execution, and monitoring of IT contracts and projects.

Responsibilities

• Work collaboratively with program offices and project managers to oversee and monitor contract deliverables and performance.
• Support the development of project management documentation and contract performance monitoring documentation.
• Maintain a complete COR working file.
• Aid personnel in documenting IM/IT acquisition programs as required for justification and approvals.
• Develop Independent Government Cost Estimates (IGCEs) and conduct independent assessments of level of effort, required skillsets, and labor categories/res, direct and indirect costs.

Requirements

• Must be a U.S. Citizen and eligible for consideration.
• At least one year of experience equal to or equivalent to the GS-13 level, including performing COR functions for Information Technology projects.
• Experience producing procurement-sensitive documents, including Statements of Work (SOW), Performance Work Statements (PWS), and Independent Government Cost Estimates (IGCEs).
• Experience reviewing and approving deliverables and invoices on various contract types, including Time and Materials contracts.
