About the position

The IT Contracts & Budget Manager-Program Coordinator II position at the New Mexico Environment Department (NMED) is responsible for overseeing, monitoring, and managing the procurement functions related to the agency's Information Technology (IT) contracts. This role involves collaborating with IT and agency leadership to draft and execute contracts, track expenditures, and ensure compliance with contract terms. The position plays a crucial role in supporting the agency's mission to protect and restore the environment in New Mexico.

Responsibilities

  • Provide oversight and monitoring for the agency's IT contracts and contractors.
  • Draft new IT contracts in collaboration with IT and agency program leadership.
  • Initiate and drive the contract execution process for new contracts.
  • Track IT contracts through their lifecycle using agency-provided tools.
  • Monitor contract and deliverable expenditures against stated amounts.
  • Track contractor hours and reconcile against invoices received.
  • Create and modify Purchase Orders for contracts and professional services.
  • Process invoices for contracted services and reconcile using agency tools.
  • Participate in IT Project teams as needed in the role of Project Budget Manager.
  • Verify that professional services performed under contracts are allowable and appropriate, providing warnings if necessary.
  • Track the OIT budget and related expenditures on an ongoing basis.
  • Collaborate with CIO, Deputy CIO, and IT Business Manager to draft proposed budgets.

Requirements

  • Bachelor's Degree in a relevant field.
  • Five (5) years of program administration or project management experience related to the position's purpose.
  • Valid New Mexico Driver's License.
