About the position

The IT Development, Release, and Change Enablement Services Manager will lead and manage the release and change management processes for IT services at the Pension Benefit Guaranty Corporation (PBGC). This role is crucial in ensuring the stability, security, and continuous improvement of PBGC's IT infrastructure, which supports over 33 million American workers' retirement incomes. The manager will oversee IT service delivery, coordinate the implementation of new software versions, and ensure that all IT changes meet security and performance standards.

Responsibilities

  • Manage and oversee the release and change management processes across the IT infrastructure.
  • Lead IT service delivery efforts to support PBGC's operations, ensuring compliance with security, reliability, and performance standards.
  • Ensure stability and security of IT infrastructure tools and components to support PBGC's mission.
  • Provide leadership for the implementation of new software versions, coordinating with stakeholders for efficient deployment.
  • Conduct planning and management for the release of new COTS/GOTS applications, integrating them into PBGC's infrastructure.
  • Establish and maintain comprehensive disaster recovery plans to ensure organizational resilience.
  • Manage database, server, and middleware administration processes for optimal system performance.
  • Oversee enterprise services, storage, and backup support, ensuring adherence to policies and procedures.
  • Monitor, troubleshoot, and reinstall application software as necessary to maintain operational integrity.
  • Lead efforts to track and analyze usage patterns for system growth and performance optimization.
  • Coordinate with PBGC's data centers and virtual environments (Azure Government cloud) for efficient operation.
  • Manage and perform hardware and software testing to ensure optimal system performance.

Requirements

  • Bachelor of Science in a relevant IT discipline (desired)
  • 15-20 years of experience in IT infrastructure management, focusing on release and change enablement in complex organizations (desired)
  • ITIL v4 certification (Required)
  • Azure Solutions Architect Expert certification (Required)
  • DevSecOps Foundations certification (Required to be obtained upon hire)
